The project is an integral part of the GEF- Mid-Size Project “Integrating multiple benefits of wetlands and floodplains into improved transboundary management for the Tisza River Basin”. The UNDP pilot and demonstration component aims at development, implementation and evaluation of transboundary community-led projects that promote sustainable development through integrated land and water management (ILWM) practices at the community level in Tisza countries: Hungary, Romania, Serbia, Slovakia and Ukraine.
Three transboundary demonstration projects will be supported in the frame of the GEF/MSP project. The projects were selected in an open call published in July 2008. Shortlisted project ideas received a technical assistance from the UNDP project (in particular, but also from other project partners) to support the elaboration of the full project proposal. The TA included involvement of a Regional Consultant, which will continue during the inception phase of the demonstration projects implementation
The UNDP/GEF Tisza Project Steering Committee, consisting of representatives of 5 participating countries – National Governments, GEF, EC, International Commission for the Protection of the Danube River (ICPDR), UNEP, UNOPS and UNDP, evaluated the project proposals and approved the award of grant for the implementation of selected demonstration projects in February 2008.
The summaries of the proposals of the three supported demonstration projects are attached in Annex 1 of this TOR. | Duties and Responsibilities | SPECIFIC TASKS
Under the direct supervision of, and reporting to the project manager in UNDP, and in cooperation with Regional Consultant and the project teams of the three demonstration projects, the consultant will provide coordination support and substantive technical advice for activities in Ukraine, mainly:
- Guide and moderate stakeholder meetings in view of project objectives, control and review supporting documents for meetings.
- Provide (active) technical support to the development of the Ukrainian investment component during inception phase, negotiate the proposal with stakeholders with the aim to increase interest and intent to implement the demonstration, propose possible financing sources for the Bodrog project (lead by Slovakian team)..
- Provide (active) technical support to the formulation of the Ukrainian part of the flood management strategy for the Bodrog project.
- Ensure good communication and understanding between cross border project partners and stakeholders.
- Control roles and responsibilities of project partners and stakeholders.
- Control and support the materialization of the co-financing plan.
- Engage in conflict resolution in case of disagreements (moderating role, on demand).
- Provide support for development of alternatives in case of failure of designed project components.
- Supervise implementation of projects (Bodrog project only in case of real investments, and Velyky Bychkiv project with all its components).
- Review the Interim and Final Project Reports for the Velyky Bychkiv project (led by Ukrainian team)
All tasks relate specifically to activities implemented in Ukraine, for all three demonstration projects, unless a specific project is mentioned.
DELIVERABLES
The key products expected from this assignment are the following:
- Active participation at 12 meetings of the project team and stakeholders in Ukraine, including assistance in preparation of supporting documents, for all three demonstration projects
- Analysis of existing flood mitigation policy for Uzh and Latorica River Basins and proposal for measures in Ukraine in line with the common Strategy for mitigation of floods for Bodrog River Basin, including negotiation with stakeholders in Ukraine Ukraine under Output 1 of the Bodrog Demo Project (Annex 1b)
- Proposal for a pilot investment in Ukraine under Output 2 of the Bodrog Demo Project (Annex 1b) prepared and negotiated with stakeholders
- Technical review of the flood mitigation and pollution reduction measures under Output 2 of the Velyky Bychkyv Demo project (Annex 1a)
- Technical review of the design of waste water facilities under Output 5 of the Velyky Bychkyv Demo project (Annex 1a)
- A comprehensive Final Report in English that summarizes the support provided; including technical statements proving the technical support provided, protocols for site visits and mission reports signed by the manager of the related demonstration project.
PLACES OF PERFORMANCE
Preferably Zakarpattia oblast; also Uzhgorod, Lviv, Ivano Frankivsk and Kiev, and other locations in Ukraine as required | Competencies | APPROACH
The consultant is expected to follow a participatory and consultative approach ensuring close engagement with UNDP Regional Centre in Bratislava, the government counterparts, national and regional partners, and key stakeholders.
Although the Consultant should feel free to discuss with the authorities concerned, all matters relevant to its assignment, s/he is not authorized to make any commitment or statement on behalf of UNDP or he project management.
DURATION
The total time frame for the carrying out of this assignment is 18 months starting in March 2009. Estimated number of working days is 36. The contract will be paid as lump sum, including costs of occasional in-country travel. | Required Skills and Experience | - Be a recognized expert in the areas of trans-boundary river basin management and sustainable development;
- Work experience in relevant areas for at least 5 years
- Have experience in working with community-based projects and initiatives;
- Possess an advanced university degree in the appropriate development field;
- Be familiar with development issues of the Tisza River Basin; and
- Possess good English and Russian speaking and writing skills.
