LIVESTOCK FEED AND FODDER SPECIALIST – Baghdad, Iraq
ARD, Inc. (http://www.ardinc.com) requests expressions of interest from qualified consultants to serve as a Livestock Feed and Fodder Specialist for USAID-funded activities in Iraq.  These activities are intended to improve agricultural productivity and provide agricultural business development services to USAID beneficiaries in the 18 governorates in Iraq.

Responsibilities:
* Assist in the identification, review and development of program interventions for the establishment of commercial feedlots that produce finished cattle, sheep and goats;
* Assist and/or assist in the establishment of ten feed mills that supply a wide range of feed products for feedlots, fish and poultry farms, and other sub-sectors of the national livestock industry;
* Identify and assist in the development of markets utilizing improved technical systems and equipment for feed producers and processors;
* Identify farmers and develop program interventions to develop and/or expand upon contract farming of fodder and feed grain production;
* Identify constraints to crop husbandry in terms of knowledge & technology, logistic of seed, fertilizer and crop protection chemicals, and operational in terms of labor and mechanization;
* Establishment of out-grower production schemes, and the most effective means of organizing them;
* Farmer training on modern technical practices to achieve better yields for their crops;
* Farmer training on production technologies and environmental resource management practices;
* Farmer training on use of modern farm inputs and methodologies, such as improved seed and planting materials, vaccines and agro-chemicals;
* Farmer and community training for on-farm or within community post-harvest programs to preserve produce quality and enhance value;
* Working directly with the agricultural colleges, provincial vocational/technical centers, government laboratories, and the Extension services run by the ministries of agriculture to incorporate them into training, training of trainers, and agricultural extension programs;
* Assist in the monitoring and evaluation of the food production sub-sector and the collection of data that mark their progress against established project and USAID indicators;
* Assist in the identification and pre-screening of grantees and monitoring their progress in the implementation of grant programs;

Essential Qualifications:
* Good communication and interpersonal skills as well as social sensivity;
* Ability to work in a multi-cultural and multi-ethnic environment;
* Working experience in Middle East/Iraq;
* Working experience with USAID funded programs would be an asset;
* Excellent computer skills including word processing, spreadsheet and power point;
* Excellent command of English (written and spoken).
* US Citizenship is not required

The Livestock feed and fodder specialist will work directly with the Livestock and Feed Cluster Group as well as support and be an active member of the Perennial Horticulture and Annual Horticulture Commodity Groups.  The feed and fodder specialist’s main focus will be on developing the domestic livestock feed industry through market analysis and technical assistance, support to private sector investors and associations.  The goal is to enhance meat production and market-based distribution systems.

The consultant shall have proven experience in implementing business development and planning and shall have either an appropriate graduate degree or substantial experience providing applied business development services.  Prior experience working in the agricultural sector in Iraq is beneficial but not required.
