Background

In October 2006, the Eastern Sudan Peace Agreement (ESPA) was signed between the Government of Sudan and the Eastern Front (EF). The agreement ended ten years of hostilities in the region caused by the perceived historical marginalization and dire socio-economic conditions.
Eastern Sudan encompasses the three states of Kassala, Red Sea and Gedaref with a total population of 3.8 million. Despite prime agricultural land, minerals, livestock, fisheries and oil potential, it is characterized by long-term poverty and socio-economic indicators which are amongst the lowest in Sudan. 
Kassala’s population of 1.5 million, includes 68,000 internally displaced persons as well as 95,000 Eritrean refugees, many of whom have been in Sudan for 40 years and some 1,700 ex-combatants.
In December 2007, UNDP conducted a socio-economic mapping exercise in coordination with the Kassala State Government as a basis for planning and prioritization of resource allocation. Livelihoods were identified as one of seven priority areas and UNDP has developed a project to address this sector.
The Kassala Livelihood and Sustainable Resource Management Programme envisions six areas of focus including:
1.     Livelihood and natural resource management network;
2.     Vocational training and future-oriented skills building;
3.     Enhancing incomes of farmers and pastoralists;
4.     Private sector development including small/medium enterprise and the development of markets and value chains;
5.     Development of the Micro Finance Sector; and
6.     Capacity development of livelihood-local NGOs and CBOs.

It will also engage in research and analysis necessary to inform programming for actors engaged in livelihoods.

 

Duties and Responsibilities

Under the overall guidance of the Deputy Country Director (Programme) and the direct supervision of the Head of Human Security and Recovery Unit the UNDP Kassala Livelihood Project Manager will perform the following functions:

I. Programme Management – Financial, Administrative and Human Resources

  • Supervise and manage project staff and external short-term consultants, lead and coach the project team in both substantial and operational issues;
  • Undertake day to day management of the project, including smooth project implementation, efficient use of resources;
  • Manage the project budget;
  • Ensure appropriate recording and accounting documentation as required by UNDP and preparation of required financial reports. Make the financial operations of the project transparent and able to stand up to regular audits and evaluation;
  • Facilitate project approval and budget revision processes as per UNDP policies and procedures;
  • Approve requisitions, and follows up on purchase orders and payment requests in ATLAS, and ensure monthly delivery of project outputs through a client-satisfaction approach;
  • Prepare work plans, produce timely reports – financial and progress reports – as required by the UNDP and donor reporting systems;
  • Ensure that UNDP rules and regulations concerning finance, procurement and human resources are adhered to; and,
  • Support an environment of learning for staff within the program.

II. Programme Development, Planning and Implementation

  • Draft necessary strategic documents concerning project design and implementation, such as policy papers, results frameworks, work plans etc;
  • Develop Terms of Reference for project consultants/experts hired on a short term basis and ensure proper delivery of technical services and submission of technical and other reports;
  • Ensure the participation and involvement of relevant stakeholders in project activities so that the process is inclusive, participatory and transparent;
  • Ensure the timeliness and quality of the outputs as well as timely preparation of reports on achievements and challenges faced within the project;
  • Ensure delivery of resources and results according to planned targets;
  • Ensure the development of cross-project linkages with other relevant projects and programmes for mutually reinforcing impact; and
  • Promote identification and synthesis of best practices and lessons learned for organizational sharing and learning.

III. Advocacy, Partnerships and Resource Mobilization

  • Establish and maintain partnerships with stakeholders (government, UN agencies, NGOs, CBOs and donors);
  • Support the Country Office in mobilization of resources from different partners, including the preparation of strategies, project briefs and project documents, organization of regular donor meetings and field visits;
  • Provide leadership on livelihoods issues within the UN in collaboration with other key UN partners such as FAO, UNHCR, WFP, UNICEF, World Bank; and
  • Perform other duties as assigned by Management

Outputs:

  • Successful implementation of the Kassala Livelihoods and Sustainable Resource Management Programme as per the signed Project Document, and
  • Lessons learnt and best practices on early recovery and livelihoods documented and shared to inform wider policies and programmes.

  • Knowledge and understanding of Sudan situation and its complexity preferred but not an absolute requirement;

  • Ability to lead implementation of new systems (monitoring and evaluation area), and affect attitudinal change;

  • Proactive approach to work, good follow-up and follow-through.

 

Required Skills and Experience

  • Advanced University Degree in Economics, Rural Development, Agriculture, Business Administration or other relevant discipline;
  • Minimum 7 years of professional working experience in livelihoods or economic recovery;
  • Familiarity with UNDP rules and procedures would be an advantage;
  • Ability to assess, supervise and co-ordinate technical work in livelihoods;
  • Experience in conducting needs assessments and programme design;
  • Strong analytical skills;
  • Ability to function independently and effectively in a challenging conflict environment;
  • Excellent networking, interpersonal/teambuilding skills ;
  • Strong leadership capacities to guide a multi-cultural team in difficult circumstances;
  • Excellent communication (spoken and written) skills, including the ability to draft/edit a variety of written reports and communications and to articulate ideas in a clear, concise style;
  • Experience in project and team management;
  • Experience in results-based management, monitoring and evaluation;
  • Fluent to communicate effectively in English, both in writing and in oral form; and
  • Good knowledge of the country and region of assignment, including the political, economic and social dimensions.
