  • General Position Description: Performs all duties and responsibilities under the direct supervision of the Assistant Chief of Fisheries and Wildlife Enforcement to meet the mission of the Division. Directs the National Oceanic and Atmospheric Administration (NOAA) efforts, including the Joint Enforcement Agreement (JEA) grants. Maintains the JEA records and reports to the appropriate NOAA officials in a timely manner. Communicate and work with Gulf States Marine Fisheries Commission. Responsible for establishing and implementing a uniform enforcement protocol using information related to sea, dockside, wholesale fish dealers, and retail fish dealers. Integration of reporting sources from the Texas Parks and Wildlife Department (TPWD) Fisheries and Law Enforcement Divisions (e.g., Individual Fishing Quotas "IFQ," Law Enforcement System "LES"), Gulf States Marine Fisheries Commission Law Enforcement Committee, and federal sources (e.g., National Marine Fisheries Service agents) into a central reporting protocol to track aquatic products and identify egregious violators. Responsible for strengthening the rapport between TPWD Law Enforcement, NMFS, and the United States Coast Guard through improved intelligence management and coordinated enforcement action. Educate the fisheries industry to promote compliance with the enforcement protocol. Provides guidance, leadership, and direct supervision of employees involved in the awareness efforts of the JEA program. Provide information and advice to the Law Enforcement Division Headquarters' staff and field personnel in areas of responsibility to maintain statewide enforcement consistency. Responsible for conducting emergency management and Homeland Security operations. Performs other duties and special assignments as requested. Complies with all Agency, Division, and Branch rules, regulations, and procedures.
  • Working Conditions: (1) Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday; (2) Required to work overtime as necessary; (3) Required to travel; (4) Non-smoking environment in State buildings and vehicles.
  • Minimum Qualifications:
    • Education: (1) Graduation from an accredited college or university with a Bachelor's degree; (2) Graduation from the Texas Game Warden Training Academy. Acceptable Substitutions: Experience as a Texas Game Warden beyond the minimum requirement may be substituted for education at the rate of one year experience equals 30 semester hours of college, with a maximum substitution of four years for 120 hours.
    • Experience: Five years experience as a Texas Game Warden from the date of graduation from the Game Warden Training Academy.
    • License/Certifications: (1) Commissioned as a Texas Game Warden by the Texas Parks and Wildlife Department; (2) Currently licensed as a peace officer by the Texas Commission on Law Enforcement Officer Standards and Education; (3) Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license. NOTE: Retention of position contingent upon obtaining and maintaining required license.
  • Selection Criteria:
    • Knowledge, Skills and Abilities: (1) Knowledge of statutes, proclamations, regulations and policies related to the enforcement of all provisions of the Texas Penal Code and the Texas Parks and Wildlife Code, and all regulatory acts adopted under the authority of the Parks and Wildlife Code regarding fisheries resources, game animal resources, game bird resources, non-game resources, furbearing resources and provisions of the Texas Water Safety Act; (2) Knowledge of the Texas Disaster Plan, including TPWD and regional responsibilities; (3) Skill in identifying special I&E program and/or staff training needs, and developing and delivering presentations and/or training material and courses to meet identified needs; (4) Skill in effective verbal and written communication; (5) Skill in making independent, sound, timely decisions; (6) Skill in using MS Word, Excel, PowerPoint, Access and Outlook; (7) Skill in using MS Excel to produce spreadsheets, reports and other various documents; (8) Skill in using LECS and BRITS system; (9) Skill in using standard office equipment; (10) Ability to apply agency, state and federal laws, statutes, regulations, proclamations, policies and procedures; (11) Ability to research, organize and acquire Law Enforcement Grants; (12) Ability to develop, maintain and monitor reports, records, databases, documents and other information, including the LECS system and Texas License Connection Plan and organize work load and priorities; (13) Ability to plan, organize and coordinate meetings, including agendas and logistical support; (14) Ability to function as a Divisional liaison in the State Operations Center; (15) Ability to work independently with little or no supervision; (16) Ability to work as a member of a team.
    • Additional Requirements: (1) Game Wardens do not need to send in transcripts since the transcripts are already located in the personnel folder; (2) A practical demonstration of skill in Excel will be conducted at the time of the interview; (3) Game Wardens do not need to complete the Criminal Background check form since LE conducts their own background checks.
