Description

Lead natural resources management specialist will have the following responsibilities:

• Provide technical leadership to ENV’s  natural resource management program;

• Provide advice, guidance and technical support to sustainable natural resource management and biodiversity conservation operational programs and projects in SDN and regional operational programs;

• Jointly with the Policy and Economics Team, advance understanding of the role that ecosystem protection and  natural management play in sustainable development and poverty reduction, especially in the context of climate change;

• Provide technical guidance on the management of protected areas and mainstreaming of biodiversity and appropriate natural resource management in agricultural productivity and sustainability, sustainable livelihoods and  sectoral development programs, including preparation and dissemination of best practice guidelines;

• Contribute to development of the debate on the role of sustainable land, water and habitat management in climate adaptation and mitigation, to increase resilience and reduce the vulnerability of affected communities;

• Serve as the Team Leader for the Bank-wide biodiversity community and thematic group, providing leadership and technical guidance to Bank experts and consultants;

• Work with regional teams and partners both within, and outside, the Bank to advance knowledge sharing and collaboration on biodiversity conservation, sustainable resource management and responses to emerging environmental issues, including climate change;

• Contribute to the development of upstream guidance on biodiversity at the regional, country and/or basin level to support country assistance strategies and lending operations;

• Guide development of practical methods and tools for mainstreaming biodiversity and sustainable NRM in Bank strategies, programs and projects, with a particular focus on scaling-up Bank lending and TA by blending GEF with IDA or IBRD and stand-alone Bank operations including use of policy-based lending;

• Serve as point person for strengthening results-oriented focus of the GEF pipeline and portfolio;

• Assist as a peer and technical reviewer in the preparation of regional and country biodiversity and natural resource management strategies, programs and projects;

• Act as the key technical focal point on biodiversity and natural resource management issues with the GEF Secretariat and Scientific and Technical Advisory Panel, Convention on Biological Diversity and with biodiversity and NRM experts in other agencies.

• Provide advice and training for Bank staff, Borrowers, consultants and nongovernmental organizations concerning the application of sound environmental principles with regard to sustainable  NRM in World Bank and GEF policy, strategy, planning, and investment, and work with a community of practitioners to distill usable knowledge and organize learning events on this topic in coordination with the regions and WBI.
