Lead Adviser - Mechanism Integration for the Improvement Programme for England's Natura 2000 sites (2 year fixed contract)

Reporting to: Project Team Leader
Staff Framework level: Lead Adviser
Location: Flexible (Peterborough, York or Newcastle preferred)
Salary: from £24,120
Hours per week: 37

About the Life Project

Natural England is the lead partner in this £2.9m Life project, which will target all existing marine and terrestrial Natura 2000 sites in England. It will in particular help to manage slippage risk and develop solutions for the remaining unfavourable sites. The output will be a programme of action plans for each N2K site which will identify:

* the risks and issues that are impacting on and/or threatening the condition of the site;
* which mechanisms could be used to address them;
* how much it will cost and where the money could come from;
* the key stakeholders who would need to take action to implement the mechanisms;
* it will also identify where no suitable mechanisms currently exist, which in turn will initiate work to devise solutions


Key tasks/principal accountabilities

* Working with senior project staff, ensure join-up across all developing mechanisms to achieve favourable condition on Natura 2000 sites.
* Ensure synergies with regard to delivery mechanisms are realised whenever possible.
* Ensure all plans relating to the improvement programme contain the right information and are in the correct format.
* Ensure all plans are produced to the agreed schedule.
* Support programme team by providing ongoing guidance around mechanism integration.
* Deal with more complex or contentious day to day issues relating to mechanism integration.
* Work with a range of partners, customers and colleagues involved in Natura 2000 sites and the improvement programme.


Technical/Specialist Knowledge

Essential
* Understanding of the Natura 2000 network in England including its contribution to biodiversity in the European Union.
* Understanding of issues affecting favourable condition on Natura 2000 sites and the mechanisms to address issues
* Awareness of the partners and stakeholders involved in Natura 2000 sites
* Strong organisational skills
* Strong written communication skills and good attention to detail.
* Good interpersonal skills


Desirable

* Knowledge and experience in the day to day application of work procedures relating to Natura 2000 sites.
* Knowledge of the monitoring required to assess condition on Natura 2000 sites
* Experience of working with partners to deliver mechanisms on Natura 2000 sites
* Knowledge of Terrestrial/Marine habitat and species management
