DUTIES AND RESPONSIBILITIES

Under the supervision of the Sub-Regional Coordinator and the functional guidance of the Director, Land and Water Division, will provide support on matters related to the field of sustainable natural resources management, with an emphasis on water resources development and management, to the Sub-Regional Multidisciplinary Team which will lead FAO’s response to the needs of the Sub-Region. Specifically to:

  • Advise FAO Members and their regional/sub-regional organizations and bodies on the identification and formulation of programmes and projects, including resource mobilisation, in the field of land and water resources development and management and land tenure; provide technical advisory support to Member countries in their efforts to attain MDGs; help in establishing priorities for FAO assistance within existing frameworks and participate in the formulation of National Medium-Term Priority Frameworks for the countries of the Sub-Region;
  • Provide technical backstopping for the implementation and monitoring of national and sub-regional projects on land and water development and management;
  • Participate in sector studies on land, water and agriculture with a view to analyse needs and opportunities, identify national priorities for investment and propose necessary actions for the sustainable development of productive sectors, including most appropriate land and water policies, technologies and management practices;
  • Strengthen national capacity building strategies (including technicians and institutions) on land and water development and management, including mainstreaming appropriate extension approaches for various target users into national programmes, supporting curricula development, and strengthening expertise from extension service providers;
  • Act as focal point for periodic collection, analysis and dissemination of relevant data and information for programmes and projects in the field of land and water resources development and management and land tenure in countries within the sub-region;
  • Participate in the development and promotion of knowledge networks (including networks of education and training centres) for knowledge exchange and dissemination, and fostering partnership with international and regional organisations having their headquarters in the sub-region; support inter-department working groups;
  • Promote the tools, guidelines and knowledge developed through the regular programme among the countries of the Sub-region and collaborate with Headquarters and Regional Officers in the development of applications at country level; provide country feedback in the implementation and improvement of regular programme entities;
  • Participate in, organize, and lead Sub-regional conferences/meetings/workshops related to sustainable natural resources management and the dissemination of best practices;
  • Contribute to the implementation of FAO regular programme in land and water development and management and ensure that issues of relevance to the Sub-region are correctly reflected in the regular programme;
  • Perform other related duties as required.

 

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced university degree in one of the following areas: Water Resources Development, Irrigation, Civil/Agricultural Engineering, Agriculture
  • Seven years of relevant experience in the field of land and water development and management which includes experience in developing countries and experience outside the candidate’s own country
  • Working knowledge of Spanish and English

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Relevance of experience in land and water development for agriculture, such as irrigation scheme planning and development, agricultural water management, land use planning, river basin planning, land reclamation, irrigation institutions, community development, community-based natural resources management, land tenure, rural planning and rural infrastructure works
  • Relevance of working experience in the Central America region and extent of knowledge related to sustainable natural resources management relevant to the agro-climatic and socio-economic conditions of the Sub-region
  • Extent of experience in the formulation, implementation and monitoring of land and water projects in the sub-region
  • Extent of experience in the organization of and leading workshops, conferences, meetings
  • Capacity to work successfully in multi-disciplinary teams
  • Extent of both oral and written communication skills (including ability to write concise reports), especially in the working language of the Sub-Region (Spanish)

Please note that all candidates should possess computer/word processing skills and should be capable of working with people of different national and cultural backgrounds.
* The length of appointment for internal FAO candidates will be established in accordance with applicable policies pertaining to the extension of appointments.

REMUNERATION

Level P-4 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 84,111 US$ 105,461 (without dependants) and from US$ 90,324 to US$ 113,904 (with dependants)
