Job/Research Summary The National Renewable Energy Laboratory (NREL) Laboratory is seeking a Laboratory Program Manager (LPM) for activities in support of the Vehicle Technologies Office (VTO), within the Office of Energy Efficiency and Renewable Energy (EERE), U. S. Department of Energy (DOE). This position reports administratively and programmatically to the NREL Associate Laboratory Director for Renewable Fuels and Vehicle Systems and interacts with research centers and offices at NREL that have major roles in vehicle technology research, development, analysis and deployment.
Job Duties The responsibilities of this position are primarily related to supporting EERE-VTO by providing technical leadership, program development (annual & multi-year), program direction, and program implementation for NREL’s research and development portfolio funded by EERE-VTO. There are presently four subprogram areas of funding for the work at NREL: Hybrid Electric Systems, Fuels Technology, Advanced Combustion Engine R&D, and Systems Integration. The EERE-VTO account at NREL is valued at approximately $40 million. Specific duties of the position include, but are not limited to:
• Lead collaborative efforts with EERE-VTO, NREL Center Director counterparts, and other NREL LPMs and organizations regarding vehicle technology research and development activities and plans, including project and proposal development, Annual Operating Plans, technical/programmatic meetings, and funding allocation to the Centers and Offices. 
• Host visits and meetings at NREL by DOE/EERE-VTO program managers, industry, associations and university teams in order to strengthen relationships and enhance vehicle technology RD&D efforts at NREL.
• Provide fiscal responsibility for the NREL VTO Annual Operating Plan portfolio, including management and monitoring of internal and subcontracted research activities, within cost and schedule guidelines and in compliance with NREL health, safety, and environmental policies and procedures in order to maintain a safe work environment. 
• Oversee final approval of proposals submitted to EERE-VTO by NREL to ensure quality and eliminate potential overlap of proposals. 
• Develop, in partnership with the cognizant center and office directors, new programmatic areas and technical projects, including other potential funding sources such as the Department of Transportation, Department of Defense, and the private sector and interact with staff and industry/universities on activities prior to and in responding to EERE Program funding opportunity announcements. 
• Interact with industry, universities, states, associations and DOE to develop new program areas and projects. Coordinate activities with other DOE national laboratories.
• Requires a working knowledge of related activities in DOE/EERE-VTO programs.
Required Education and Experience Relevant PhD and 9 or more years of experience or equivalent relevant education/experience.

Or, relevant Master's Degree and 12 or more years of experience or equivalent relevant education/experience.

Or, relevant Bachelor's Degree and 14 or more years of experience or equivalent relevant education/experience.
Required Knowledge, Skills and Attributes Expert understanding and application of project management principles, concepts, practices and standards. Expert knowledge of technical field and related disciplines. Exhibits an exceptional degree of ingenuity, creativity and resourcefulness. Typically viewed as international expert within the field.

Outstanding interpersonal, conflict resolution, teaming and communication skills.
Additional Required Knowledge, Skills and Attributes Demonstrated ability to manage and oversee complex and high-impact programs, and to develop new and novel concepts and approaches where little or no precedents exist. Outstanding ability to market and negotiate programs with DOE sponsors and industry or university customer(s). Competence in program management and financial planning. Demonstrated program-responsibility track record of sponsor or customer satisfaction in one or more projects or programs valued in the range of greater than $15 Million. . Demonstrated ability to conduct strategic planning exercises, involving diverse elements of NREL core competencies. Ability to make decisions and work independently. Outstanding interpersonal, conflict resolution, communication, and teaming skills, including the ability to form high-impact, cross organizational teams. 

Specialized knowledge is required in aspects of vehicle technology RD&D. Because NREL vehicle projects and activities cut across various disciplines and include multi-disciplinary teams, knowledge of NREL capabilities in at least one technical area is critical. Program or project management experience in being part of, developing, and forming interdisciplinary R&D project teams that include national laboratories such as NREL, industry and universities is an important part of this position. The NREL program manager must be able to work effectively with NREL Executive Management, Center Directors, Office Directors, and NREL and DOE/EERE-VTO program staff.

Extensive travel is required in this position.
Preferred Qualifications A relevant Masters Degree and at least 18 years of experience or commensurate combined education/experience. PhD in an engineering or scientific discipline, which may include mechanical, electrical, or chemical engineering, chemistry, physics or material sciences; or a MS degree with commensurate years of R&D experience in similar technical areas. Program management experience, with specific accountability for a large program (i.e. greater than $15 Million).
