Background

Background:

1.     Sustainable Land Management:

  • Co-Management of Natural Resources of the Aïr -Ténéré National Natural Reserve and its adjacent areas (COGERAT). The project aims at building up local capacities for sustainable management of the Aïr and Ténéré National Nature Reserve and its adjacent areas.
  • Control of the Sand Invasion of the Oasis Microbasins of the Regions of Gouré and Mainé Soroa (PLECO): The project aims at contributing to the regeneration, integrity and stability of the oasis basins ecosystem and guaranteeing the sustainability of agro -sylvo-pastoral production systems" ;
  • TerrAfrica initiative: the objectiv e is to mainstream and scale -up SLM to secure ecosystem services and enhance rural livelihoods.

2.     Climate Change:

  • Second National Communication on Climate Change Project: The project objective is to support the Government Niger in elaborating commun ications on climate change within the framework of UNFCCC. The project has started in 2006 and will last for three years with a budget of 405 000 USD.
  • National Action Programme for Adaption to climate change: The project aims at reinforcing Niger’s capab ility to adapt its agricultural systems to climate change.

3.     International Waters:

  • Reversing Land and Water Degradation Trends in River Niger Basin project: This regional project with participation of the Niger Basin Authority and the governments of: Benin, Burkina Faso, Cameroon, Guinea, Chad, Mali, Niger and Nigeria.
  • Reversing Land and Water Degradation Trends in Lake Chad Basin project: This regional project with participation of the Lake Chad Commission and the governments of: Cameroon, Chad, Ni ger, Nigeria and Central African Republic.

4.     GEF Small Grant Programme:

  •  This programme oriented in giving grants to NGO and local farmers’ organization to support community environment projects. The programme receives annually from the GEF US$500,000.

 

Duties and Responsibilities

Percentages for each duty/responsibilities included:

1.    Research information for preparation of Natural Resources intervention in  CCA, UNDAF, CPD, CPAP effective application of RBM tools and establishment of management targets (BSC) (20%)

2.   Provide effective support of the CO Natural Resources Management programme focusing on achieving the following results: 

  • Presentation of thoroughly research information for fo rmulation of country programme, preparation of project’s document draft, work plan, budget, proposals on implementation arrangements (15%).
  • Initiation of a project, entering in Atlas, presentation of required budget revision (15%).
  • Provision of Guidanc e to the exiting agencies on routine implementation of projects tracking use of financial resources (20%).
  • Follow up on performance indicators/success criteria, targets and milestone, preparing or report (20%).
  • Analysis of the situation in programme, i dentification of operational and financial problems, development of solutions (10%). 

Outputs:

  • Technical Backstopping to National Projects Units provided; (50%)
  • Support to GEF Focal Point in the overall portfolio management ensured (40%);
  • Support to UNDP Niger in its contribution to the Organization and UN reform (UNDAF process, UNDGs, Result Oriented Annual Report, and Result Based Management etc.), ensured (10%).

Required Skills and Experience

All Candidates must:

  • Be under 32 years of age on the date of their application;
  • Have completed a university education at Master's degree level in a relevant area of study OR have completed a university education at Bachelor's degree level with a minimum of three years' relevant working experience;
  • Be fluent in French and possess a working knowledge of  English. Fluency in other UN languages can be an asset and may be tested in the interview.
  • Have obtained either their first or second degree university education in an eligible developing country.
  • May not apply for a post in their own country.
