Join ICLEI – Local Governments for Sustainability Application Deadline 15 February 2015  
ICLEI - Local Governments for Sustainability (ICLEI) is the world's leading association of over 1,000 metropolises, cities, and urban regions dedicated to promoting global sustainability through local action. Our Members represent 20 percent of the world's urban population and work on greening their economies and infrastructure and becoming sustainable, resilient, resource-efficient, biodiverse, lowcarbon and healthy and happy. ICLEI works on a non-for-profit basis through the World Secretariat in Bonn, Germany and 18 Regional Secretariats and Country Offices around the globe. ICLEI´s Low Carbon City Agenda is implemented by all ICLEI Offices. It focuses on 3 main action areas: (i) climate advocacy, (ii) global processes, and (iii) technical support. The Bonn Center for Local Climate Action and Reporting (carbonn® Center) of ICLEI engages here as: - coordinator of the global Low Carbon City Agenda - coordinator of ICLEI’s GreenClimateCities program, as the process and methodology used in the Low Carbon City Agenda - facilitator of the Local Government Climate Roadmap, the international climate advocacy coalition of local government networks - focal point of the Local Government and Municipal Authorities (LGMA) constituency at the United Nations Framework Convention on Climate Change (UNFCCC) - host of the Secretariat of the World Mayors Council on Climate Change (WMCCC) - operator of the carbonn Climate Registry (cCR), the global reporting platform for local and subnational governments on climate action - coordinator and partner of a range of international climate / energy projects.

We are seeking a highly motivated, pro-active and experienced candidate for the position of:  
Junior Data Officer, Low Carbon The position is attractive for young professionals interested in a dynamic working environment, working as part of a growing team.  
Responsibilities:  - Support local governments with their reporting in the carbonn Climate Registry (cCR), including those that join the new Compact of Mayors to support them achieving Compact compliance through their climate mitigation and adaptation reporting.  - Contribute to “reporting” knowledge development and capacity building activities such as webinars for (potential) users of the reporting platform.  - Assist the development of an annual cCR analysis report as the global compilation of results of the cCR reporting. - Support the maintenance and further development of the cCR to ensure quality of data from reporting local and subnational governments, e.g. data quality checks and improving the structure of vertical integration of reporting. - Prepare requirements and specifications of the upgrades needed of the database system based on ICLEI’s existing processes, policies for managing data and technical specifications. This includes checking that established connections to other platforms function, and supporting the coordination with external partners.
- Test the existing and newly developed systems; manage the testing report and communicate with the Knowledge Management Team. - Support coordination of a multi-partner international project on urban low emission development (Urban-LEDS project), in which reporting in the cCR is a key element.  - Support the development and promotion of the Low Carbon City Agenda and the execution of small projects / components of larger projects.  - Actively support project acquisition and the further development of ICLEI’s international climate project portfolio.   
Requirements  - Minimum of 2 years’ experience with database and IT related tasks or user support in an office environment.  Experience working with non-for-profit and/or membership organizations is highly desirable. - University degree (or equivalent) in a relevant subject such as in Engineering, Environmental Science, Information Systems, Data Administration, Computer Sciences or similar. A relevant Master´s or PhD degree is an asset. - Good knowledge of database modelling, MS Access 2010 and MS Excel 2010.  - Knowledge of PostgreSQL / MySQL is advantageous.  - Strong skills in research, analytical thinking, reporting, and planning.  - Creative and pro-active attitude in team work required. - Fluency in written and spoken English; proficiency in other languages is an asset.   
The successful candidate:  - is dedicated to the Team focus in driving innovative, low carbon, resilient, resource-efficient, future-oriented urban infrastructure solutions,  - shows enthusiasm for urban low emission development, and is particularly interested in data, quality of data and management of data and knowledge, - is pro-active with an organized working method,  - shows excellence in communicating ICLEI’s message to public policy makers, municipal technical staff, business partners, potential donors and the broader public,  - is highly proficient in oral and written English; and - is open to learn using office and presentation software, as well as web content management.   
Terms and conditions  - Full-time position available from March 2015, limited for 1 year, with an extension envisaged - Position based in Bonn, Germany.  - International travel will be required. Communication with partners around the world may require work outside of normal office hours.  - The title is “Junior Officer”. - The salary will reflect qualifications and experience and is between 25,200 – 29,100 € Euro gross/year, depending on skills and experiences. - The Junior Officer reports to the Director of the carbonn Center.  - Due to legal requirements, applicants must be eligible to obtain an appropriate work permit for Germany prior to the start of the position.
