The international forestry economist will be responsible for the preparation and delivery of all reports, supervision of the Consultant's work progress, and ensuring the quality and timely delivery of the team's outputs. The team leader shall be responsible for the following administration activities: Teamleader · Preparation of a detailed work plan for the team; · Formulate the overall project design · Prepare a technical note on best practices and policy notes on forest land rehabilitation and climate change. Sector and Economic Analyses The consultant will conduct an economic analysis in accordance with ADB's Guidelines, including but not limited to the following task: (i) Confirm the project components with EA; (ii) Conduct demand analysis together with the financial specialist; (iii) Conduct alternative analysis to identify the least-cost solution. (iv) Identify all project economic costs and benefits comparing with- and without-project situations. (v) Carry out a quantitative risk analysis in accordance with ADB's Guidelines. (vi) Develop a set of verifiable performance indicators. (vii) Assess the developmental impact of the Project management system Institutional Strengthening and Implementation Arrangements . The forestry economists will work with the team to conduct following tasks: (i) Review current institutional structure of forest management in the province and participating counties. (ii) Prepare a capacity building plan and training materials. |
