Business Unit

The post will be located in the JASPERS' offices in Luxembourg, Bucharest, Vienna and Warsaw. Allocation to one of the offices will be determined based on operational needs and the profile of candidates chosen. Candidates may express their preference. 

JASPERS (Joint Assistance to Support Projects in European Regions) is a partnership between the European Commission (DG Regional Policy), the European Bank for Reconstruction and Development, KfW and the European Investment Bank, with the aim of helping EU Member States to better prepare infrastructure projects which are eligible for EU assistance. JASPERS is managed by the European Investment Bank with staff located in Luxembourg, Bucharest, Vienna and Warsaw.

Responsibilities

To assist, within a multidisciplinary team and in close cooperation with DG Regional Policy, the EIB, the EBRD, the KfW and the national authorities:
  • Managing and executing technical assignments for project preparation of potentially eligible projects within an annual Action Plan for each beneficiary country. (Project preparation support may include advice on: the conceptual development and structuring of projects; specific aspects such as financial analysis, economic analysis, environmental assessment, procurement planning and project delivery strategy, technical assessment,; review of feasibility studies, reviewing and advising about environmental requirements, technical designs, tender documents etc.; compliance with EU law and conformity with EU policy; assistance in the review, preparation or completion of applications for funding under the Cohesion Fund or the ERDF.
  • Developing, through the implementation of model projects, the dissemination of international best practice, and the skills needed to take advantage of EU-grants.
  • Addressing horizontal or thematic issues which are limiting grant draw down capability across a number of sectors or countries, where these are define in the Jaspers Action Plan.
  • To share his/her own information and experience in the preparation of projects with other members of the team in order to enlarge the knowledge and competencies of the team.

Qualifications

- Candidates should have appropriate qualifications in engineering or economics but those with qualifications in other relevant disciplines (e.g. law, urban planning, environmental assessment, financial analysis) could also be considered.

- A minimum of five years sector-related experience is required.

- Preference in short listing will be given to those with:

  • experience in developing large infrastructure projects
  • experience in the beneficiary countries
  • experience with EU policies and procedures concerning delivery and funding of large projects
  • experience in utilising and managing support consultants
  • experience gained in the preparation and appraisal of projects, for example in pre-feasibility and feasibility work
  • experience in procurement, project management and project implementation support for infrastructure projects
  • familiarity with international best practice in their field of expertise 

- Candidates should have excellent written and spoken English, knowledge of one or more of the languages of the countries under the responsibility of JASPERS would be an advantage - in particular but not limited to Polish, Bulgarian, Czech, Hungarian.

- Knowledge of standard IT tools.
