IRENA is an inter-governmental organization, mandated by Governments worldwide to promote the widespread and increased adoption and sustainable use of all forms or renewable energy. In order to do so, IRENA will facilitate access to all relevant renewable energy. It facilitates and analyses the sharing of best practices and lessons learned regarding policy frameworks, capacity-building activities, available financial mechanisms and relevant technologies on renewable energy.

To support the transition to a future essentially based on renewable energy and to ensure that renewable energy grows rapidly in the national energy mix in all countries, IRENA will facilitate an understanding on what enabling conditions are needed, which impediments must be removed and what cluster of measures responds best in a specific country situation. Accordingly, the main objective of IRENA’s capacity building sub-programme is to enhance the ability of IRENA Member countries to formulate long-term capacity building responses integrated into national policies and processes and to facilitate access to education and training. While IRENA’s focus as an inter-governmental institution is on governments, at the same time its services are inclusive and, considering the significance of the private sector in arranging the shift in the global energy systems, will seek to assist immediate demands on the RE skills market with a focus on developing countries. Enhanced access and impact of existing education and trining provisions, as well as possibilities of incentivising further possibilities will be addressed.

Under the supervision of the Director, Policy Advisory and Capacity Building, the Senior Programme Officer - Capacity Building:

  • Ensures the design and development of a strategic approach to capacity building for IRENA;
  • Upon request, assists Member countries in undertaking capacity building needs assessment and in the development of technical assistance for the design and implementation of capacity building strategies;
  • Identifies key organisations, networks, partnerships and other sources that are engaged in capacity building in the relevant areas and devises a framework for collaboration;
  • Stays abreast of the developments in RE capacity building field, and identifies trends and key topics in capacity building advice, including by conducting surveys;
  • Ensures close links with the other IRENA divisions to incorporate capacity building aspects to different components of IRENA’s work programme and supports the processes within the Division for effective implementation of the Work Programme;
  • Supervises the preparation of various written outputs as background papers, analysis, substantial sections of reports and studies, inputs to publications;
  • Performs other duties as required.

Competencies

  • Professionalism: Excellent knowledge of capacity building in general and specifically in the field of energy with specialised knowledge on capacity building in the renewable energy sector; ability to implement projects/programmes; excellent knowledge of renewable energies; excellent analytical and problem-solving skills, including the ability to identify and lead the resolution of issues/problems; excellent understanding of capacity building and renewable energy issues; proven ability to produce reports and papers on technical issues; ability to review and edit the work of others.
  • Leadership: Ability to build an environment of collaboration and team work; guide activities of a team to achieve goals set out and have good problem solving skills including ability to identify and participate in the resolution of issues/problems.
  • Communication: Excellent drafting ability and communication skills, both oral and written; ability to write reports that are clear, concise and meaningful; creates and promotes enabling environment for open communication; demonstrates openness in sharing information and keeping people informed.
  • Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Qualifications

Education: Advanced University degree (Master degree, MBA or equivalent) in a relevant field. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of ten years of progressively responsible experience in designing and implementing capacity building projects/programmes in particular in developing countries. Experience in capacity building needs assessments and capacity building tools. Good knowledge of renewable energies. Management experience, preferably within the context of an international organization.

Languages: Excellent command of both written and spoken English is essential.
