As the Commission's in-house science service, the Joint Research Centre's mission is to provide EU policies with independent, evidence-based scientific and technical support throughout the whole policy cycle. Working in close cooperation with policy Directorates-General, the JRC addresses key societal challenges while stimulating innovation through developing new methods, tools and standards, and sharing its know-how with the Member States, the scientific community and international partners. Key policy areas include: environment and climate change; energy and transport; agriculture and food security; health and consumer protection; information society and digital agenda; safety and security, including nuclear; all supported through a cross-cutting and multidisciplinary approach.

The current vacancy is in the Institute for Prospective Technological Studies. Its mission is to conduct research that provides science-based, customer-driven socio-economic and techno-economic support for the conception, development, implementation and monitoring of EU policies. The vacancy is within the Sustainable Production and Consumption Unit. The mission of this Unit is to support EU policy-making by providing objective, quality-controlled socio-economic analyses and technical support regarding key aspects of sustainable consumption and production. To this end the unit carries out techno-economic characterizations of selected technologies, products and processes, and develops and applies analytical modeling capabilities, performs economic analysis and impact assesments.

The European Commission is organising a selection procedure to fill a BREF Author vacancy within the European Integrated Pollution Prevention and Control (IPPC) Bureau, EIPPCB. This BREF Author is needed to contribute to the work on the drawing up and review of a number of Best Available Techniques (BAT) reference documents (BREFs) in the framework of the implementation of the Industrial Emissions Directive (IED, 2010/75/EU) including (but not limited to):

• Preservation of wood and wood-products with chemicals (WPC)
• Waste Incineration (WI)
• Ferrous Metals Processing (FMP)
• Slaughterhouses and Animal By-products (SA)
• one of the inorganic chemical industry BREF.

BREF Authors will coordinate the work of a technical working group (TWG) composed of 40 to 100 experts to draw up or review one of the BREFs. More information is available at: http://eippcb.jrc.ec.europa.eu/.

The principal duties of a BREF Author are to:

• organise discussions/exchanges within the TWG on issues of interest to the BREF development process and to find compromise solutions between stakeholders on difficult technical issues
• manage the BREF related information especially by researching information relevant to the BREF and analysing and validating/peer reviewing information provided by TWG members
• draft the BREF document based on the information provided and lead the technical discussions in TWG plenary or sub-group meetings.

Eligibility Criteria

We are looking for a dynamic and motivated Seconded National Expert (SNE).

Eligibility criteria:

The following eligibility criteria are to be fulfilled by the candidate in order to be seconded to the Commission. Consequently, the candidate who does not fulfil one of them will be automatically eliminated from the selection process.

• Professional experience : at least three years' experience in administrative, legal, scientific, technical, advisory or supervisory functions which can be regarded as equivalent to those of function groups AD;
• Seniority : at least one year by your employer, that is having worked for an eligible employer (as described in Art. 1 of the SNE decision) on a permanent or contract basis for at least 12 months before the secondment;
• Linguistic skills: thorough knowledge of one of the EU official languages and a satisfactory knowledge of another EU official language to the extent necessary for the performance of the duties. An SNE from a non-member country must produce evidence of a thorough knowledge of one Community language necessary for the performance of his duties.

Selection criteria

professional experience:

Candidates must possess a good knowledge of industrial processes and related environmental issues in one or more of the areas relevant to the work programme of the European IPPC Bureau (see above). Candidates should clearly indicate in which of these areas they are qualified. Candidates should be able to cope with heavy workloads on complex techno-economic issues, meet strict deadlines and be strong team players. Experience in the writing and the enforcement of permits for IPPC installations is an advantage. Candidates should have at least a working knowledge of Community environmental policies (in particular the IPPC and IED Directives and the concepts within) and of environmental regulation practices in the Member States. Excellent knowledge of English, written and spoken, is required and in addition the ability to work and to communicate in another official EU language
