One International Institutional Development Adviser (IIDA): An Institutional Development Adviser will work on a full time basis over a period of four and a half to five years supporting the harmonised implementation of the component. He/she will not be deeply involved with financial management issues. He/she will ensure that all aspects of the programme and respective medium term and annual rolling plans evolve in a coherent manner and contribute to the achievement of defined objectives and outputs. Capacity building and transference of knowledge and skills for MICOA and the overall sector will be at the centre of his/her work. Within component I he/she will be particularly involved with sub-component 1.a and 1.b. Particularly important in his/her work will be to ensure that the various short term inputs are: complementary to the long term TA and follow the recommendation in the Capacity Needs Assessment to be carried out in the inception phase and, in terms of methodology and timing are well adapted to the needs of the environment sector. Section 8.1.8 presents the preliminary job description for this position. During the inception phase in consultation with MICOA and relevant stakeholders the inception team will prepare the final version of the job description for this position and define other details related with recruitment and placement.
