MAIN FUNCTIONS - Provide policy advice on strengthening institutional capacities and regulatory framework for energy efficiency in buildings by means of sharing development experience / good practices that have been acquired elsewhere with relevant stakeholders, as per the planned project activities;
- Provide technical advise on application of integrated building design in Kyrgyz building sector and provide inputs to capacity building and training activities for key project beneficiaries and UNDP through the inception stage of the project;
- Support project management: planning, quality management, monitoring and evaluation.
SPECIFIC TASKS A. Project Management: - Provide strategic advice on the overall project implementation strategy to Project Board and PM
- Based on project Logical Framework, prepare and help PMU assure the effective implementation of the project impact-oriented M&E plan
- Assist PMU to carry out risk assessment and prepare risk mitigation plan, ensuring that risk mitigation actions are incorporated in the project work plan
- Jointly with Project Manager and based on inputs from national experts prepare Project Inception Report, including overview of changes in project environment, summary and justification for revision in Project Logical Framework, M&E plan, Risk Log, QA/QC provisions and quarterly annual work plan and budget for 2009
- Act as quality reviewer of selected project outputs and TORs and provide professional advice/solution for quality improvement
B. Policy and technical advice in selected project components Component 1: Improved energy performance building codes - Advise national project team and partners on international best practices on energy efficiency building regulation, in particular EU Energy Efficient Building Directive and Russian SNiP “Thermal Protection of Buildings”
- Jointly with national experts prepare plan and road-map for introduction of performance-based mandatory building codes in Kyrgyzstan, including list of required legal and regulatory documents, technical standards and methodologies
Component 2: Improved enforcement levels of mandatory energy efficiency building codes - Based on analysis of existing institutional framework for building certification and compliance conducted by national experts, prepare recommendations on how it can be improved to ensure enforcement of energy efficient building codes
- Identify capacity gaps and provide recommendations on training programme for building inspectorate and other actors
- Advice national experts on preparation of technical specification and procurement of laboratory equipment for building energy audit
Component 3: Pilot project utilizing an integrated building approach - Develop criteria for and participate in the selection of buildings for piloting integrated building design
- Assist PM in preparing Requests for Proposals and TORs for integrated building design of the pilot buildings
Component 4: Promotion of best energy design and construction practices in the construction sector - Prepare and deliver an introductory training on the principles of Integrated Building Design and international best practices in EE Building regulation for PMU staff and key project partners
- Advice on organization of study tour for Kyrgyz architects on integrated building design, including country/-es to visit, training agenda, potential partner organizations
Component 5: Monitoring of building consumption and energy savings in buildings - Advice on and prepare road-map for establishment of energy and GHG monitoring system in building sector based on international best-practices practices and methodologies but taken into account specific development context and capacities in Kyrgyzstan
DELIVERABLES and TIMEFRAME The following deliverables and indicative schedule are expected from the consultancy contract. The final schedule will be agreed upon in the beginning of consultancy assignment. Project Management
1.1 Draft Inception Report - In one month after beginning of the contract; 1.2 Final Inception Report - In two and a half months after beginning of the contract; Policy and Technical Advice
2.1 Component 1: Plan and road-map for introduction of performance-based mandatory EE building codes - In two weeks after beginning of the contract; 2.2 Component 2: Recommendations on improved enforcement of building codes: institutional, human and technical, including specification for laboratory equipment - In one month after beginning of the contract; 2.3 Component 3: Work-plan and TOR for pilot projects on integrated building design - In two and a half months after beginning of the contract; 2.4 Component 4: Training programme and recommendations for study tour on integrated building design and EE policies - In two weeks after beginning of the contract 2.5 Component 5: Road-map for establishment of energy and GHG monitoring system in building - In one month after beginning of the contract All deliverables should be submitted to UNDP by the Consultant in English. PAYMENT This is a lump sum contract that should include costs of consultancy and travel costs required to produce the above deliverables. Two missions to Bishkek for a total of 10 working days are envisaged: - March 2009 – initial consultation with national partners and experts, introductory training on integrated building design and international best practices in EE building regulation, agreement on distribution of roles within project team
- May 2009 – finalization of Inception report, validation of recommendations and agreement on follow-up actions.
- Payment will be released in three installments: 20%, 30% and 50%, upon satisfactory provision of respective deliverables.
