Bangladesh has a population of more than 140 million, an annual electricity use of approximately 21408 GWH/yr., peak electricity demand of 5000 MW, and an electricity growth rate of approximately 7.5% per year. The estimated appliance saturation is 25% for refrigerators, and 7% for air conditioners. Currently energy standards and labeling programs for residential fans, fluorescent tube lights, refrigerators, and compact fluorescent lamps are being developed in Bangladesh, but there are no Minimum Energy Performance Standards at present (MEPS).
Bangladesh has plans to initiate energy labeling programs for a number of products, but cannot initiate tangible programs on labeling and MEPS without the Global Environment Facility (GEF) technical assistance both regionally and nationally.
The BRESL Project is aimed at rapidly accelerating the adoption and implementation of Energy Standards & Labeling(ES&L) program in Asia.
The current baseline scenario is as follows; Bangladesh continues to develop ES&L programs at a slow pace and hindered by the mentioned barriers in financing, policy, technology, and information.
Under a National Energy Policy (NEP) special importance is given to energy efficiency, awareness campaigns & gradual implementation of ES&L programs, The Bangladesh Standards and Testing Institution (BSTI) has been entrusted with the responsibility for implementation of ES&L.
OBJECTIVES OF THE ASSIGNMENT
Basic data collection for all appliances of 6 BRESL product about;
- Over all production capacity/availability of appliances
- Trend use pattern of traditional and energy efficient appliances
- Buyers and sellers notion towards the use of EE appliances
- Awareness among end users about EE appliances in terms of power consumption(electricity bill comparison)
- Formatting the data in a comprehensive manner that reflect the key points , so that these point
points would be valuable for Project Activities.
- Analyses of policy and institutional situation and follow up policy recommendations on appropriate policy provisions in support of energy efficiency work in Bangladesh

Duties and Responsibilities
|
SCOPE OF WORK
The scope covers a total of 6 end use appliances such as;
- Air-conditioners
- Refrigerators
- Electric motors & boilers
- Electric fans
- Ballasts for FTLs
- CFL
The assignment will focus on the following areas and activities:
- Primary activity shall entail the execution of SITUATION ANALYSIS of the appliances
Methodology to be used includes secondary literature survey and interaction with manufacturers, dealers and Industry Associations. Major activities includes the preparation of situation analysis reports for all the 6 sectors through a desk review, supported by secondary data collection from locally(Dhaka based)agencies including but not limited to collection and assimilation of information from agencies and dealers, Government offices ( Bureau of Standards & Testing Institute, MoPEMR etc) and Industry Associations.
- Policy and institutional analysis to recommend appropriate policy provisions in support of energy efficiency work in Bangladesh for all 6 sectors.
FINAL PRODUCTS/SERVICES
Completed and Comprehensive/Elaborated Documents as; One report covering situational analysis of baseline conditions and technology use in Bangladesh for the 6 appliances under discussion. It will also provide policy and institutional analysis to recommend appropriate policy provisions in support of energy efficiency work in Bangladesh.
The report shall cover the following components: 1. A clear presentation of the baseline of technology use, 2. existing energy performance standards and benchmarks and their enforcement, 3. what are the institutional and policy realities and capacity development needs, and 4. A road map for implementation of energy standards and labels based on the situation, institution and policy analyses with specific policy recommendations including a M&E framework
This output is expected to provide the necessary direction and plan of action of the way forward.

Required Skills and Experience

- Master degree in relevant field including at least 5 years work experience.
- International experience in South Asian countries and working with Government and UN system would be an added advantage.
