A need for Kazakhstan to increase use of renewable energy and improve energy efficiency was highlighted by several key governmental strategic documents, among such are a strategy on entering 50 most competitive economies in the world, a programme on 30 corporate leaders, and a concept on transition to sustainable development for the period of 2007-2024.
These documents call for a need to improve energy efficiency across various sectors of economy and to diversify country’s contemporary use of energy sources, largely favoring the development and use of renewable energy and energy efficiency mechanisms. As a result, the Ministry of Environmental Protection (MEP) developed a strategy to promote energy efficiency and RE in the country (presidential approval to be granted before the end of 2008). According to the Strategy, Kazakhstan has committed itself to increase the use of RE to 10% by 2024.
In December 2007, during the meeting of the Foreign Investors Council, President Nazarbayev called for RE technology transfer to the Kazakhstani market. Given the fact that Kazakhstan still follows the 1997 Law on energy efficiency—which is outdated and poorly implemented—the importance of energy efficiency and saving measures was reiterated by the President in his Annual address to the Nation in February 2008. The emphasis now is on turning these words into practical actions.
The passing of energy efficiency legislation will allow the country to tap its energy efficiency potential and have energy generation at sustainable level with consideration of economic, environmental and security issues.The implementation of the Action Plan of the EUE/RE Strategy and adoption of EE law will ensure ecological sustainability of the project’s results from the perspective of the reduction of GHG emissions and the associated climate change benefit.
From an institutional perspective, the project promotes capacity building at the systemic, organizational and individual levels among all stakeholders, and facilitates the establishment of partnerships and enhanced collaboration among them. This equally applies to workshops and seminars, the process itself of drafting Action Plan of the EUE/RE Strategy and EE law.
With financial support of Global Environment Facility and British Government (GOF), UNDP is assisting to Kazakhstan Government in development of draft Law on Energy Saving and Action Plan to RER Strategy.
As well, UNDP jointly with GOF is implementing the Component “Support for implementation of the Concept on Transition of the RK to Sustainable Development” aimed at capacity development in energy efficiency which result is expected to be: draft Law on Energy Saving to be approved with stakeholders and submitted for approval to Kazakhstan Government. Concept of the draft Law was developed by MEMR and is under approval in the Ministries and Departments. Draft Law on Energy Saving is under development, for that the Interministrial Working Group at the MEMR was created with conducting of meetings, approval of Law adoption is expected in 1st Quarter of 2009.
The technical assistance includes providing of two domestic and one regional workshops are planned during the period December 2008-March 2009. Domestic workshops are relevant to the draft law provisionally proposed to be on: (a) Energy Efficiency Legislation covering global developments, a national case history and a description of forms of legislation used, and (b) Financial and Legal Incentives for Energy Efficiency describing how, why, when and where various incentives work, and which are most applicable to Kazakhstan. The workshop will target ISWG members and key decision-makers in the government.
The regional workshop will deal with the use of sectoral and regional energy efficiency measures to address issues of regional disparities, to improve knowledge of available cost-effective energy efficiency measures across sectors and regions of the country. The workshop will target ISWG members and key decision-makers in the government. This event is proposed to be held jointly with association of industrial entrepreneurs.
International experts will be invited to speak at each seminar. Results of the workshops will be incorporated into the draft legislation.
