Background

UNDP and the Ministry of Environment and Physical Planning (MoEPP) are implementing projects related to climate change “Third National Communication on climate change” and “First Biennial Update Report“. Their main goal is to to assist the country in mainstreaming and integration of climate change consideration into national and sectorial development policies by providing continuity to the institutional and technical capacity strengthening process, partly initiated and sustained by the National Communications.

Gender perspective of the climate change in the country has not been analysed in details and there’s lack of expertise in this specific area. With respect to the gender dimension, women are meaningfully involved, not only as beneficiaries but also they are actively participating in the decision-making process of climate change related activities. Understanding how the different social roles and economic status of men and women affect, and are affected differently by climate change will improve actions taken to adapt and to mitigate climate change.

On the other hand, linking gender to climate change is high in the agenda of the United Nations Framework Convention on Climate Change (UNFCCC)and in other international organizations such as UNDP, WHO etc. The promotion of gender equality and the empowerment of women is central to the mandate of UNDP and intrinsic to its development approach.
To be able to effectively develop appropriate activities and approaches in mainstreaming gender in this particularly complex climate change related projects, UNDP is seeking to engage a qualified international consultant that will perform a gender analysis of the above mentioned projects and will point out the steps the project needs to take in order to mainstream gender in its activities. 

The consultant will work under direct supervision of the Project Manager and in cooperation with the national gender consultant and UNDP gender focal point.

Scope of Work

The focus of this assignment will be development of a guideline and action plan for gender mainstreaming into climate change national plans/strategies (such as  National Communications on climate change and Biennial Update Reports). S/he will be responsible to provide concrete recommendations for relevant gender entry points that should be integrated in the processes of planning the future UNDP programmes and projects focused on climate change. Also, it is expected that s/he will provide innovative approaches for mainstreaming gender into the national sector specific policies (energy, transport, waste, mitigation, agriculture etc).

In this regard, the update of the national circumstances chapter of the Biennial Update Report will consider this gender dimension in order to better understand how the different roles of men and women in social and economic circumstances may affect country’s ability to deal with climate change adaptation/mitigation national / local level.

 

Duties and Responsibilities

Under the supervision of the Project Manager, and in close cooperation with the National Gender Consultant the International Gender & Climate Change Consultant will undertake the following specific tasks:
  • Review the projects activities and results from a gender perspective;
  • Review of the UNDP’s and UNFCCC’s strategic documents for mainstreaming gender into climate change. Review of the similar documents developed by other international organisations will be highly recommended;
  • Review of the sector specific outputs and indicators, provide innovative approaches for mainstreaming gender in different sectors and identify the measurable indicators that should be used in order to monitor the progress of gender equity and gender equality in that sector from the perspective of climate change;
  • In close cooperation with the national consultant, carry out a gender analysis of the proposed project activities, and based on socially or culturally defined gender roles provide specific steps and recommendations on gender mainstreaming in: CC adaptation; CC mitigation; disaster risk reduction; capacity building etc.;
  • Provide recommendations on gender specific information gathering and collection of gender disaggregated data for use in both policy and implementation of climate change adaptation activities;
  • Produce a National guideline for gender mainstreaming in climate change which should include (as applicable) measurable gender related targets, a baseline and gender-sensitive indicators for monitoring the progress of gender mainstreaming and an action plan with timeline and cost estimate for the implementation of the proposed activities;
  • Presentation of the findings and recommendation from the national Gender & Climate Change Guidelines and Action Plan on a targeted workshop;
  • Provide training for  gender mainstreaming into climate change planning, decision making and implementation processes to the project implementation team and other relevant interested representatives (up to 25 persons), thus contributing to awareness rising  and increasing of understanding on gender and climate change aspect in the country.
Main Outputs/ Deliverables

The International Gender & Climate Change Consultant will be responsible for:
  • Produce a national Gender & Climate Change Guidelines and Action Plan for UNDP Country Office for the period 2014-2018 (responding to the specific tasks outlined above);
  • Deliver presentation on the findings of the national Gender & Climate Change Guidelines and Action Plan on workshop;
  • Deliver training for  gender mainstreaming into climate change planning, decision making and implementation processes.

Required Skills and Experience

Education:
  • Minimum B.Sc. (or equivalent) in relevant area (gender studies, social sciences). Higher degree will be considered an asset.

Experience:

  • Minimum 5 years of relevant professional experience in mainstreaming gender in development projects and policies;
  • Record of participation in at least 3 similar assignments of similar size and degree of complexity (consultancy services in the area gender mainstreaming in projects, programmes and policies);  At least one assignment in the area gender and climate change is required;
  • Knowledge of analysis methods and tools for mainstreaming gender in climate change, environment, ecosystem management, sustainable development, rural development and related areas is considered a strong asset;
  • Experience related to gender and development issues in the country will be considered as asset.

Language:

  • English language proficiency.
Terms and Conditions

Contract modality and duration


The International Gender & Climate Change Consultant will be hired by UNDP under IC (Individual Contract) modality for a period of 3 months (March-May 2014). A maximum of 20 expert days is foreseen for this period.

Reporting


The consultant will report to UNDP through the Project Manager. The entire produced documentation needs to be submitted in English.

Travel and other associated costs


Two field missions (2-3 days each) to Skopje are expected.
  • The first one – fact finding mission  (March  2014);
  • Second mission – Presentation of the results and  targeted awareness raising training  (May 2014).
Payments schedule

The payment for the services will be carried out in two installments:
  • 20% upon the finalization of the fact finding mission;
  • 30% after submission and approval of the draft Gender & Climate Change Guidelines and Action Plan, and;
  • 30% upon finalization of the Gender & Climate Change Guidelines and Action Plan;
  • 20% after delivering the workshop for presentation of the results and the training;
Application procedure

The Consultant is expected to provide the following:
  • CV/United Nations Personnel History form (P-11);
  • Brief methodology clearly describing his/her understanding of the assignment and challenges;
  • Reference list of relevant work/projects, position held and contact details of the clients;
  • Financial offer in USD expressed as lump sum for the delivery of outputs as per above description. The financial offer shall include a breakdown of the lump sum amount (number of anticipated working days, consultancy fee, travel expenses to Skopje, per diems and any other possible costs);
Evaluation procedure

The cumulative method will be applied in the evaluation of the applications. The contract will be awarded to the candidate achieving the highest cumulative score from the technical and financial parts of the proposal. The technical part accounts 70% of the total score and the financial proposal will account for 30% of the total evaluation score.
