Scope of the assignment:
Under the guidance and direct supervision of the Environment Programme Officer at UNDP, Belarus and working with the Regional Technical Advisor, UNDP Bratislava the International Expert on Wind Energy will prepare the project document, the request for CEO endorsement, and the climate change mitigation tracking tool.
The International Expert on Wind Energy will work closely with the other positions on this project including (i) the Senior National Expert on Wind Energy (ii) the National Expert on Wind Energy and (iii) the Project Development Expert.
The International Expert on Wind Energy will play a key role in determining the project strategy and preparing and finalizing all project documentation for submission to GEF Secretariat and full approval of all project documentation.
The consultant:
- Familiarizes himself/herself with the approved PIF and PPG documents, along with the GEF secretariat comments to PIF/PPG.
PART I. PREPARATION OF THE TRACKING TOOL
- Coordinates the completion of the Tracking Tools for Climate Change, including a set of indicators, baselines and targets, using the provided template. Guide local experts in gathering the necessary information. Collate the information and present it in the final scorecard.
PART II. ANALYSIS RELEVANT FOR PROJECT DEVELOPMENT:
- Compiles and shares with the national team and stakeholders the international best experience in policy development, legal and regulatory frameworks and enforcement systems for effective application of wind energy, including analysis of any relevant GEF projects.
- Based on the inputs from national experts and in close cooperation with the key national stakeholders compiles final baseline/situational analysis for the FSP. This will include a precise definition of baseline projects, activities, budgets, goals and co-financial links to GEF outcomes; definition of GEF incremental value per outcome and output; presentation of results of the incremental cost-analysis in matrices.
- Based on the inputs from national experts and the best international practice, prepares a quantified assessment of global environmental benefits for climate change mitigation.
- Analyses the socio-economic benefits of the proposed interventions at national and local levels.
- Based on the international experience, assists in reconfirming/specifying the project strategy, finalizing project sections on: (a) An assessment of the social, economic and financial sustainability of proposed project activities; (b) Assessment of alternatives to the project strategy and establishing the cost effectiveness of the preferred strategy and suite of activities; (c) A replication strategy for project activities; (d) Assessment of the risks to the proposed project activities and identifying measure to mitigate these risks; (e) Incremental cost analysis
- Reviewing potential pilot projects proposed by the national experts and conducts all the required calculations, including calculating the amount of energy generated by the pilots, and associated GHG reduction.
- Elaborates a Logical Framework of the project.
- Prepares M&E plan and budget.
- Based on national experts input, elaborates Stakeholder Envolvement and Public Participation plans, along with an action plan for incorporation of the gender aspects in the project.
- Based on national experts inputs, drafts ToRs for the key consultants/contracts to be employed by the project.
- On the basis of all inputs per bullet points above, lead the development of the CEO Endorsement Request and Project Document - including the detailed implementation and financial arrangements.
- Finalize the documents addressing all the comments received, including the ones from the local counterparts, as well as the UNDP/GEF Regional and Senior Technical Advisors
Sequence of work, terms and conditions for provision of services:
The consultant will be recruited by UNDP Belarus Country Office through a selective process. Once hired, the consultant will get in touch with the UNDP Belarus Country Office Environmental Focal Point to establish email communication with him/her, as well as with the key local consultants. For app. one week after that, the international consultant should discuss with the local team which basic information is to be gathered by the local team, and in what format, by when, translation needs, and when it will be finally made available to the international consultant.
The assignment will be a combination of in-country and home-based work. Two missions to Belarus are planned. The first 5-day mission is expected at the beginning of the assignment, ideally within a month after the start of the assignment, and the second 5-day mission will be undertaken at the end of the assignment. The international consultant should discuss with the UNDP country office and project team the best timing for the missions. In case, an additional mission to Belarus deems necessary, the consultant should provide thorough justification, and discuss the issue with the UNDP Belarus Country Office and the UNDP/GEF Regional Technical Advisor.
The Consultant is responsible for all personal administrative and travel expenses associated with undertaking this assignment including office accommodation, printing, stationary, telephone and electronic communications, and report copies incurred in this assignment. All of these costs are covered by the lump sum fee payable by the project to the consultant.
In the financial proposal, the consultant should indicate the fee as a Lump Sum Proposal to UNDP and clearly indicate the number of days that the consultant will spend on the Milestones specified in the template. The consultants may include additional items/lines if he/she deems it necessary

- Milestone 1. By 15 April 2012 –work plan prepared and agreed by UNDP.
- Milestone 2. May-June 2012 – first mission to Belarus completed.
- Milestone 3. August-September 2012 – second mission to Belarus completed.
- Milestone 4. By 1 November 2012 – drafts of the following documents submitted to UNDP: (i) Tracking Tool for Climate Change including set of indicators, baselines and targets (template and examples of recently approved documents are provided separately); (ii) CEO Endorsement Document (template and examples of recently approved documents are provided separately), and (iii) UNDP Project Document (template and examples of recently approved documents are provided separately).
- Milestone 5. By 1 February 2013 – the final package of documents containing (i) Tracking Tool for Climate Change including set of indicators, baselines and targets; (ii) CEO Endorsement Document, and (iii) UNDP Project Document submitted to UNDP.
Outputs.
The international consultant is responsible for the following outcomes:
- Tracking Tool for Climate Change including set of indicators, baselines and targets
- The full-fledged CEO Endorsement Document.
- UNDP Project Document.

- University advanced degree (to at least Masters degree) in Management, Public Administration or a related discipline.
- Minimum 3 years of progressive work experience post Masters Degree with experience in the field of renewable energy with preferably specific experience related to wind energy.
- Experience in working in the development of GEF climate change projects for UNDP or another GEF implementing agency would be a strong advantage.
- Experience related to renewable energy projects and in particular wind energy.
- Experience in working with international organizations, including UNDP, is preferred but not required.
DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
1. Proposal:
(i) Explaining why they are the most suitable for the work
(ii) Provide a brief methodology on how they will approach and conduct the work. The methodology must address all aspects of the TOR, implementation schedule, quality assurance measures if applicable.
2. Financial proposal – please fill in Annex II (Finance Proposal)
3. Personal CV including past experience in similar projects and at least 2 references.
Incomplete applications will not be considered. Please make sure you have provided all requested materials.
FINANCIAL PROPOSAL
The lump sum contract amount will be paid in installments as agreed on with the successful candidate at the contract negotiation stage. The consultant should prepare and submit his/her financial proposal indicating the number of days that the consultant will spend to each of the milestones above. The template presented in Annex II below.
· Travel
Home-based with 2 missions of a minimum of 5 working days each to Belarus. Travel expenses related to the two missions to Belarus are included into the consultant’s contract lump sum amount.
EVALUATION
Individual consultants will be evaluated based on the following methodology:
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer received the highest score out of a pre-determined set of weighted technical and financial criteria:
Total score=Technical Score + Financial Score
* Technical Criteria weight; [70%], maximum 700 points
* Financial Criteria weight; [30%], maximum 300 points
All the offers of individual consultants who scored 490 (70% from 700) and more points during the desk review/interview are acceptable for financial evaluation. The lowest technically qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion according to the formula:
