Background

The objective of the project is the removal of barriers to energy efficient (green) lighting in capital city Yerevan and other Armenian cities. The proposed project is in compliance with the national priorities to strengthen the economic and energy independence of the Republic of Armenia by promoting resources efficient and climate resilient growth. To realize this objective, the proposed project will carry out several activities that will deliver specific outputs. In doing so it would raise awareness and capacities of relevant municipal stakeholders and city residents about green lighting, create more conducive national and local policy and regulatory framework and demonstrate practice institutional and financing models for design and demonstration of flagship urban green lighting projects in Yerevan and other cities as appropriate.

The objective of the project preparation phase (PPG) will be to undertake a detailed project baseline study that will collect and analyze data and information on current energy use in lighting sector, relevant policies and regulations, will identify critical information gaps stakeholders, as well as to provide a refined analysis of gaps and barriers to green lighting that are essential for project formulation. PPG phase will identify the best fitted project implementation arrangements based on consultations with key stakeholders. The Project is implemented by UNDP with GEF financial support. 

Supervising and overseeing the scoping study for the UNDP-GEF FSP “Green Urban Lighting” and development of the relevant Project Document to be submitted for CEO Endorsement/Approval. The end result of assignment will be completed Request for CEO Endorsement/Approval document and Project Document for the UNDP-GEF FSP “Green Urban Lighting”.

 

Duties and Responsibilities

The task of the International Consultant will be to ensure the essential steps in the process of scoping the UNDP-GEF FSP “Green Urban Lighting” and development of the relevant Project Document to be submitted for CEO Endorsement/Approval are undertaken in line with respective GEF guidance.

To this end, the International Consultant will be responsible for leading national technical experts for planning and effectively undertaking the required surveys and preparatory field work, establishing a dialogue and a working relationship with stakeholders (funding partners, national counterparts and local communities), and the timely delivery of the agreed documents.

Under the overall guidance of UNDP Climate Change Programme Coordinator, UNDP CO and in coordination with the national consultants and as informed by guidance from the UNDP/GEF Regional Technical Advisor, the International Consultant/Energy Efficient Lighting Expert (acting in his/her individual capacity) will be tasked with the following duties and responsibilities:

Elaborate the framework for developing the replication strategy based on lessons learned from demonstration projects and define a strategy to integrate pilot project results and lessons learnt in national policies on energy efficient lighting in Armenia

Baseline data collection and information gap analysis for preliminary assessment of energy efficient lighting in Armenia 

  • Baseline data on power consumption in urban lighting sector and information gap; 
  • Information on existing policies, legal, regulatory and institutional framework for promoting energy efficient urban lighting in Armenia collected by local experts; 
  • Gaps in the policy and legal framework to promote EE lighting; 
  • Draft the situation analysis; 
  • Review and analyze the description of barriers to the effective promotion of EE lighting; 
  • Development of a strategy and a set of measures to remove the identified barriers based on the approved project logframe presented in the Project Identification Form (PIF).

Institutional capacity assessment, regulatory and legal context in terms of promotion energy efficient lighting in Kazakhstan 

  • Analyze information on existing policies, legal and regulatory and institutional framework for promoting energy efficient lighting in Armenia collected by local experts; 
  • Define deficiencies in the policy and legal framework; 
  • Provide expertise on the international best practices and lessons learnt in the design and implementation of EE lighting policies and programmes; 
  • Provide expertise regarding adequate policy frameworks, legislation and standards;

Scoping of demonstration projects

  • Finalize the scoping of demonstration projects to be implemented within the FSP; 
  • Finalize lessons learning and replication strategy; 
  • Elaborate the framework for developing the replication strategy based on lessons learned from demonstration projects and define a strategy to integrate pilot project results and lessons learnt in national policies on energy efficient lighting in Armenia. 

 Full-sized project scope and logical framework

  • Define the full-sized project scope and logical framework based on the results of baseline analysis and approved PIF: 
  • Assist in the preparation of project’s logical framework and M&E plan with a set of measurable impact and progress indicators: 
  • Review baseline and barrier information delivered by the local experts; 
  • Assist local project team to define project scope and provide recommendations on the suggested project strategy and design; 
  • Assess sustainability of suggested project outcomes and outputs; 
  • Revise the elaborated FSP scoping to address the comments/suggestions made by GEF Secretariate, STAP and other reviewers; 
  • Finalize and submit to UNDP the Request for CEO Endorsement/Approval document and Project Document for the UNDP-GEF FSP.

REPORTING:

The International Consultant must ensure timely preparation and submission of the Request for CEO Endorsement/Approval and comprehensive Project Document for UNDP-GEF FSP “Green Urban Lighting”. 
All reports must be submitted in the UNDP CO in Armenia and made in accordance with GEF-UNDP’s templates and requirements to reporting (available at www.thegef.org). The reporting language is English.

Payment:

The payments will be made to the Individual Expert based on the daily fee and number of days worked, converting the US$ amount to AMD with the UN exchange rate.

Travel:

In the course of the assignment, the consultant will be expected to undertake 1 mission to Armenia, which tentatively will last for 6 days. The dates for this mission will be agreed upon between the consultant and UNDP-Armenia.

Deliverable 1: Analysis of the baseline and draft project logframe-end of October 2012 
Deliverable 2: Draft Request for CEO Approval and UNDP/GEF FSP Project Document-end of December 2012 
Deliverable 3: Final Request for CEO Approval and UNDP/GEF FSP Project Document -end of February 2013

 

Competencies

  • Academic background in energy/environment or related field; 
  • Practical experience in incremental cost analysis in accordance with requirements and based on criteria applied by the GEF; 
  • Good ability in partnering and networking; 
  • Excellent analytical and drafting skills; knowledge of Russian language will be an asset; 
  • Excellent interpersonal and cross-cultural communication skills; 
  • Practical experience in implementation and monitoring of demonstration projects related to EE lighting; 
  • Previous experience of working in CIS countries for EE lighting projects

 

Required Skills and Experience

• At least ten (10) years of working experience in the field of energy efficiency and energy efficient lighting in particular;
