Background

The overarching goal of the project is to save energy and to reduce emissions of greenhouse gases by increasing energy efficiency of municipal lighting in the cities of Armenia via implementation of municipal investment programs and national policies. The proposed project is in compliance with the national priorities to strengthen the economic and energy independence of the Republic of Armenia by promoting resources efficient and climate resilient growth.

To realize this objective, the proposed project will carry out several activities that will deliver specific outputs. The work will be organized in four interrelated components: i) municipal energy audits and technical capacity-building; ii) demonstration projects; iii) replication via municipal lighting programs and associated financial instruments; iv) national policies, codes, and standards on lighting. Collectively, these components seek to put in place cornerstone policy instruments at both the municipal and national level, supported by technical, policy-related, educational, and financial measures to raise capacity, reduce investor risk, and help assure successful implementation.

These activities will contribute to UNDP’s goal of increasing access to sustainable energy services by introducing regulatory and institutions frameworks, promoting technology transfer, expanding renewable energy practices and applying Clean Development Mechanisms under the Kyoto Protocol.

Duties and Responsibilities

The recruited international expert is expected to work together with the Project team by sharing information on the international experience and best practice and technologies in improving energy efficiency and achieving energy saving in urban lighting sector as well as to support the Project team in conducting the Inception Workshop of the above mentioned project via delivering a respective presentation, addressing comments from the stakeholders and providing input for development of an Inception Report. The expert is also expected to prepare a mission report that provides recommendations on the full-sized project implementation strategy.

Under the overall guidance of the Environmental Governance Portfolio Analyst and direct supervision of Climate Change Related Annual Work Plans Coordinator and in close cooperation with Task Leader, the International Expert on Energy Efficient Lighting (acting in his/her individual capacity) will be tasked with the following duties and responsibilities:

  • Develop a presentation on international best practice and technologies in improving energy efficiency and achieving energy saving in urban lighting sector. Special attention shall be drawn to cost effective energy efficient lighting technologies for outdoor and indoor application that may ensure feasibility and replicability of the proposed measures for the local urban communities. Overview of a number of success stories in urban lighting sector achieved in CIS countries is highly desirable;
  • Deliver the above mentioned presentation at the Inception Workshop of Green Urban Lighting project on January 15, 2014 and participate in discussion and Q&A sessions addressing questions and comments from the audience;
  • Analyze existing project related documents as well as recommendations and opinions provided by stakeholders during and after the Inception Workshop in order to prepare recommendations on the full-sized project implementation strategy. The recommendations shall be incorporated in a mission report to be developed by the expert upon completion of the mission. The mission report has to cover the following sections: (i) Introduction, (ii) Situation Analysis, Proposed Strategy and Action Plan;
  • Assist the Project team in development of the Inception Report.

Deliverables and deadlines

  • Deliverable 1: Presentation on international best practice in improving energy efficiency and achieving energy saving in urban lighting sector delivered at the Inception Workshop. Deadline-15 January 2014;
  • Deliverable 2: Development of a mission report incorporating recommendations on the project implementation strategy based on the outcomes of the inception workshop, international practice and existing project documents.Deadline- 25 January 2014;
  • Deliverable 3: Input in development and finalization of the Inception Report is provided. Deadline-30 January 2014.

Required Skills and Experience

Education:

  • At least a Master’s degree or equivalent in the field of energy and/or engineering.
  • The availability of a Scientific degree is an advantage.

Experience:

  • At least ten years of working experience as a specialist in the field of energy efficiency and energy saving and three years of working experience in urban lighting sector;
  • Knowledge  and working experience in CIS countries in the area of energy efficient lighting is an asset. 

Languages:

  • Proficiency in English; proficiency in Russian is an asset.
