Description
1. UNDP and the Government of Azerbaijan, represented by the Ministry of Ecology and Natural Resources (MENR), are implementing the Solid Waste Management Improvement Project (SWMIP). The project’s objective is to improve solid waste management in Azerbaijan by developing appropriate policies, bringing appropriate management tools and methods, and providing the necessary capacity building support to MENR in order to enable this ministry to:
 
·                 formulate the necessary additional sector laws, regulations, norms and standards;
·                 develop Recycle, Recovery and Reuse (RRR) strategies and initiate programs and regulations that will stimulate and enhance RRR activities in Azerbaijan;
·                 carry out a field investigation and data collection program that will enable MENR to establish a SWM (Solid Waste Management) database;
·                 prepare planning guidelines for SWM facilities, and finally
·                 identify a suitable local demonstration project.
 
Until now the Project has undertaken the following actions and steps:
 
  • A team of local and international experts analyzed the existing legislation and prepared a report on the existing policy and policy tools.
  • The Strategy of Reduce, Reuse, and Recycle of SW has been prepared. At the moment, with the help of international experts, the project team is in the process of finalizing proposals for improvement of the legislation, and on the strengthening of legal basis for economic incentives and for cleaner technologies.      
  • A team of local experts on municipal wastes has been formed and conducted detailed research on per capita waste generation rate and waste composition
  • Inventories of SWM have been conducted in the regions, country capacity and needs assessment in this field have been studied.
  • Prepared a review of existing data in the Statistical Committee and Ministry of Ecology and Natural Resources on solid waste generation and content of waste in the country
  • An initial laboratory analysis of pollutants concentration and composition of wastes in Balakhani, Ismayilli and Sheki landfill areas, and also an assessment of microbiological situation in all regional landfills has been conducted
  • Questionnaires were prepared for the general population and for the policy-implementers to collect the respective data and to get feedback on the existing system from both the population and from those directly involved in the management of MSW.
 
In addition to this project jointly implemented by the Ministry of Ecology and Natural Resources in partnership with UNDP, there are two more SWM-related projects, implemented by EU and WB. To look for possible overlap and coordination, the consultant will conduct a comparative analysis of UNDP and other 2 projects within the framework of current assignment.
 
One of goals of the project is conduct feasibility studies, prepare guidelines for selection and planning of appropriate municipal solid waste collection systems and model contracts for private sector participation 
 

 

Duties and Responsibilities

This Terms of Reference is intended for an international consultant who is expected to provide advisory and direct practical services to the Project Team on development of the guidelines for selection and planning of appropriate municipal solid waste collection systems and model contracts for private sector participation 
 
2..                Scope of the assignment:
 
The expert is expected to provide a consultancy and practical services to the SWMIP Project Team and to the local expert teams in the following:
 
1)    Adaptation of the calculation methodology  and guidelines of  Feasibility study  applied in municipal solid waste management established in the EU Directives, to the local conditions in Azerbaijan.
2)     Estimation of the capital investment requirements and operational costs for the different scenarios of waste collection (collection from houses, containers or accumulation points) and conduct comparative analysis of the results.
3)     Estimation of transportation costs (tone x per km) for different scenarios.
4)     Estimation of the capital investments (per 1000 residents) required for establishment of the waste management technical capacity (including but not limited to vehicles, containers, construction of the landfills, collection and segregation points) in pilot municipality.
5)     Estimation of economic cost for 3 basic waste management scenarios including:
 
 
 
o   Segregation and incineration of waste;
o   Segregation and recycling;
o   Landfilling (including landfill gas collection and basic composting).
 
6)     Estimation of capital investments required to establish waste management infrastructure for  1 pilot municipality ( Sheki or Ismayilli) on the basis of the model chosen.
7)     Calculation economic cost ($/ton) for solid municipal waste management activities in the pilot municipality.
8)     Establish procedure and cost of fines for the mismanagement of wastes in accordance with the economic costs of the environmental impact of municipal wastes.
9)     Conduct economic analysis of transfer of municipal solid waste management operations to the private sector.
10)   Develop a sample contract agreement between local residents and municipal solid waste management enterprise.
11)Conduct 3 days training on Feasibility Study guidelines in Solid Waste Management for Stakeholders representatives
 
 
3.              General Assistance:
 
Provide support to the project, encourage initiative, cooperation and teamwork in the completion of the studies. This will has to be accomplished through personal interfaces during visit to Baku, and in the form of email, Skype and other forms of communication through the UNDP Project Manager or directly with other consultants when deemed appropriate.
 
4.            Deliverables:
 
The deliverables under the assignment will consist of the following:
 
1) Guidelines for selection and planning of appropriate municipal solid waste management systems
2)   Guidelines and model contracts for private sector participation in the SWM
3)    The mission report in accordance with the scope of the assignment above
 
5. Payment schedule
 
1)     The payment  will be realized by  lump-sum contract 
2)     The payment will be made in three installments:
a)     The first installment in the amount of 30% of the total will be paid during mission to Azerbaijan on November-December, 2011 after initial analysis of the existing documents is completed and the field work in Baku is accomplished;
b)     The second installment in the amount of 50% of the total will be transferred to the consultant’s bank account within one month after the completion of the mission to Baku, but pending on the condition of mission report submission including issues mentioned in the “Scope of the Assignment” and “Deliverables” sections;
c)     Final 20% of the payment will be transferred to the consultant’s bank account within one month after the acceptance of the Final Report by the Project Manager in accordance with this ToR.
Note: Travel expenses will be covered separately if such travel is agreed and approved by the project in advance.

Required Skills and Experience

7. Qualifications

  • Advanced degree in Economy of Community Services, Environmental Economy, Environmental Policy or related areas. 
  • Minimum of 5 years of direct working experience in Solid Waste Management Strategies, Environmental Impact Assessments, Feasibility Studies in waste management and policy-making.
  • Familiarity with methodologies and approaches for creation of institutional capacity for management of solid wastes,
  • Knowledge of international obligations and requirements on management of solid wastes
  • Knowledge and experience in bringing together different stakeholders involved in the Solid waste management.
  • Experience in consultancy services for countries in transition and/or Eastern Europe/CIS countries
  • Familiarity with the working environment and professional standards of international organizations
  • Excellent knowledge of English; Azeri and Russian will be an assets
