Background

Within the frameworks of the output 3.4 “Development and implementation of steppe PA sustainable funding models” the development of the tools for identification and introduction of various available and sustainable funding models and mechanisms of steppe PA financial planning and management mechanisms provided.  

One of the successful financing tools in biodiversity conservation, widely applied all over the world is a payment for ecosystem services (PES) it is one of the most innovative approaches the main point of which is creation of new markets allocating financial flow in a benefit for organizations and entities conserving landscapes and biodiversity.

The Project provides the development and introduction of PES schemes in “Irgiz Turgay Zhylanshik”(ITZ) pilot territory, as there is a wide range of users of ecosystem services such as PA, land users, hunting concessioners, users of natural resources(users of fish resources), local population. 

 

Duties and Responsibilities

Objective and Scope of Work:

Development and introduction of PES schemes in ITZ territory and pilot PAs. 
 
I.     Data gathering and analysis:

  • Review the project document of GEF/UNDP/CFH of the Ministry of Agriculture  of the Republic of Kazakhstan Project “Conservation and management of steppe ecosystems”, performed work of the Project, existing materials on natural and social and economical environment of ITZ pilot territory and pilot PAs (Reports, PA management plans, etc).
  • On the basis of the conducted theoretical analysis, determine possible territories for PES schemes development, possible ecosystem services which can provide economical, moral efficiency for project territory biodiversity conservation such as ITZ and pilot PAs. Identify the itinerary of field research.
  • Visit the project territory together with national expert, according to the selected possible points where it is possible to create the scheme on introduction of payment for ecosystem services: ITZ and pilot PAs.

II.      Prepare two potential project proposals for PES scheme introduction in project territory (ITZ and pilot PAs).

  • In the course of field visit, identify ecosystem services which are possible to be “sold”
  • Analyze two potential PES schemes, describe exactly what kind of services, whom, at what level provided;
  • Provide economic value assessment of ecosystem services.
  • Seek potential users for each service.
  • Describe the schemes of payment making for ecosystem services, both financing payments and contribution in kind.
  • Analyze the existing legal base to what extent it allows to make payments and in what form it is possible to do.
  • Identify the role of Kazakhstan Biodiversity Conservation Fund for accumulating the payments and capital.
  • Carry on preliminary negotiations with project staff and ACBK on clarification of existing social and ecological conditions in ITZ and pilot PAs and possibilities of PES schemes introduction.

III.    Prepare two actions plans to implement the projects on provision of payments for ecosystem services, in the form of report:

  • Identify the ecosystem services, find out the existing demand for these services.
  • Identify the stakeholders, describe their role in PES scheme and how should be involved in the negotiation process. 
  • What leading organization, association provide ecosystem services, how proposed PES mechanism is able to help them in solving nature conservation objectives and what ones exactly, form clear objectives.
  • Describe proposed working group that includes all stakeholders (identified at the stage of preparing the justification).
  • Identify what threats to ceasing the provision of services are exist currently.
  • Identify the nature of conservation actions will facilitate to improve the quality of provided services and eliminate the threats.
  • Identify what resources (including technical assistance, trainings, financial support, etc.) are necessary to introduce these PES schemes.
  • Think over the institutional tool of collection and allocation of payments: who and from who they will be collected.
  • Determine how the monitoring of these PES schemes will be conducted.
  • Describe step-by-step actions to introduce two prepared PES schemes.

IV.   Monitoring of introduction of PES draft scheme

  • To implement PES schemes, appoint local NGOs and local communities to prepare projects for GEF Small Grants Program (SGP).
  • Identify possible directions of PES draft schemes connection with Grant projects for GEF SGP.
  • Prepare the idea of  Grant project for GEF SGP in local community together with the national expert.
  • Together with national expert develop the schedule of introduction of PES draft scheme (one-two) and submit it for approval to the Project.
  • Make the monitoring visits (under the agreement of Project Manager) to the territory of PES schemes introduction, gather the opinions, and consult PES scheme participants.  

Responsibility

  • Coordinates all activities and reports any action to Project manager.
  • Provides compliance with the requirements of technical assignment stated in Terms of Reference in time and at a high   quality level.
  • Provides unconditional fulfillment of the requirements specified in the Individual Contract.

Competencies

  • Experience in preparing the analytical reviews in international organizations frames;
  • Eperience in preparing the training materials on the issues of natural resources control, management with the ecological component, 
  • Excellent computer skills including Word, Power Point, Outlook Express, Internet Explorer and other software product required for work performance, including the excellent working skills with web-sites,
  • Experience working with local authorities, government institutions and PAs. 

Required Skills and Experience


Education:

  • Master degree in the related field: ecology, economy, management.

Experience:

  • Minimum 10 years relevant work experience.

Languages:

  • Fluency in written and spoken Russian is required.
  • Substantive working knowledge of English and Kazakh is advantage.
