The regional project was designed to protect globally significant biodiversity in the Prespa Lakes Basin of Albania, FYR-Macedonia, and Greece. Governments of the three countries have agreed to work together to reduce pollution in the lakes, and introduce environmental management practices in the Prespa Basin, by integrating ecological, economic and social goals. The accomplishment in three countries will reflect issues related to environmental protection, and the project will include ecosystem management into appropriate sector policies and practices at the national level. Environmentally friendly approaches to local environmental planning, spatial planning, water use and management, agriculture, forestry and fishery management, protected area management and conservation will first be piloted in Prespa watershed shared by Albania and FYR-Macedonia and Greece. The project provides synergies among all interested partners at national and international level, in the implementation of actions and enhancement of knowledge and skills, and improvement of people’s attitudes and participation. Thus its work, activities and coordination are split into five outcomes which address accordingly: Strengthening legal and regulatory enabling environment (Outcome 1); Modifying productive sector resource management practices (Outcome 2); Conserving priority biological diversity across the Prespa Basin (Outcome 3); ongoing trans-boundary cooperation in the Prespa Basin (Outcome 4); Lessons learnt and project adaptive management tools (Outcome 5) The Prespa Park project contributes in addition to protect the local residents and their livelihoods (and future livelihoods) while protecting the environment around them, minimizing the human cause that result in the destruction, degradation or impairment of natural ecosystems in the Park. Also the project will assist the National Prespa Park to solve existing problems by supporting measures related to strengthening of administrative capacities, conservation capacities, sustainable forest management and public acceptance of and community involvement. The actual assignment contributes to further develop project activities falling under project outcome 2 and 3 with findings and socio economic recommendations that sustain integrated approaches in adjusting productive sector resource management practices and in conserving priority biological diversity across the Prespa Basin. Scope of the Work: As main frame of the assignment the expert is expected to review all pertinent documentations, complementary information, develop a draft socio economic profile of the targeted area, revise and incorporate comments by the project office and round tables organized for that purpose until the final study report is finalized. The study will be carried out in three phases. Phase I will comprise of mostly on-desk studies and reports produced so far by the project, review of the international expertise on economical analyses and all relevant report that project office has prepared in this respect. Phase II will be based on country mission with aim to: a) Contact and meet the stakeholders in the region b) Describe a local socio-economic profile in relations to environmental sector c) Support in organizing a stakeholder workshop in Korça for identification of pilot priority sector/sectors d) Define scope of work for further project implementation and developing concept ToR-s for national expertise on strengthening the knowledge and attitudes towards a conservation economy e) Conduct consultations with national counterparts on evaluation methodology. Phase III will include additional five days on-desk job for reporting. |
