Description

The recognition of the importance of low-emission development strategies (LEDS), which culminated in the Copenhagen Accord’s statement that they are “indispensable for sustainable development”, is a significant step towards implementing transition to low-carbon economic growth. Such strategies can act as catalysts to support the transition to low carbon economic development, resulting in sustained employment and investment growth, increased financial flows through carbon markets, reduced GHG emissions.

Uzbekistan is both one of the world’s largest producers of fossil fuels but pursuit of economic growth in the past has not fully considered the associated environment costs, in particular the rising levels of carbon emissions. Though Uzbekistan accounts for less than 0.5% of the total global anthropogenic emissions, the early signs of changing climate observed worldwide urge immediate action on the part of all countries within their “common but differentiated responsibilities”.

The recently introduced concept of Low-Emission Development Strategies (LEDS) provides a framework for countries to formulate their approaches to sustaining long-term national growth in the context of mitigation of further increases in greenhouse gas emissions and adaptation to the irreversible climate change impacts.

Transition to a low-emission world will necessitate the transformation of entire economic sectors of Uzbekistan. Significant and cost-effective emission reductions in a post-2012 framework will require a mix of policy instruments. Clean technologies, renewable energies, water services, green transportation, waste management, green buildings and sustainable agriculture and forests, climate change policies and measures need to be routinely considered as part of development, poverty reduction and sectoral strategies, policies and measures.

A very high priority for UNDP as an implementing agency with a climate and development mandate is to develop capacities of the countries to formulate, access finance and implement LEDS.

 

Duties and Responsibilities

Functions / Key Outputs Expected:

Objective of this assignment is to fulfil initial situation analyses and based on its results to design a concept and a structure for developing national LEDS.

Specific tasks will include:

  • Undertake a desk review of all relevant documents for background information being used for developing LEDS and identify gaps in the documents. Prepare a list of the documents which could be served as a basis for developing LEDS.
  • Analyze the national development priories and existing programmes and strategies that are relevant to LEDS, and select the key sectors can be piloted for development of the LEDS.
  • Prepare a structure of the document and determine the sequence of steps required for developing LEDS in Uzbekistan.
  • Develop the corresponding work plan.
  • Undertake initial situational analysis and develop a draft concept paper that outlines Uzbekistan’s strategic shift to a low-emission development, including partnership communication strategy, ensuring that all relevant national stakeholders are involved, consulted and agreeable with the key milestones.
  • Explore relevant gender mainstreaming options that can be integrated into the low-emission development strategies, and elaborate practical recommendations can be applied to Uzbekistan’s environment.
Implementation arrangements:
 
Throughout the assignment the International Consultant will work under the direct supervision of the Project Manger and overall guidance of Climate Change Specialist of Environment and Energy Unit, UNDP CO and UNDP Environmental Specialist from BRC. The International Consultant shall cooperate with national experts involved in the corresponding LEDS development activities.
 
Most of the work is expected as desk-work at home-country but two missions to Uzbekistan for a total of 5 working days each are envisaged within the assignment. The International Consultant will be fully and solely responsible for undertaking the above tasks and producing the expected outputs and deliverables indicated below.
 
Deliverables and timeframe
The following deliverables and indicatives schedule are expected from the contract. The final schedule will be agreed upon in the beginning of consultancy assignment. All deliverables should be submitted to UNDP by the Consultant in English. See Section III above for specific details of the content required for these deliverables.

3.    Recommendations on gender mainstreaming options that can be integrated into the low-emission development strategies developed, discussed and finalized.

4.    A draft concept paper that outlined Uzbekistan’s strategic shift to a low-  emission development, including partnership communication strategy:prepared and submitted.

 Payment Conditions:
 
This is a lump sum contract that should include costs of consultancy and travel costs required to produce the above deliverables.. Payment will be released in 2 installments:
 
  • First installment (40% of total contract amount) to be made upon achievement of Deliverables 1, 2, 3.
  • Second installment (60% of total contract amount) to be made upon achievement of Deliverables 4 upon timely submission of respective deliverables and their acceptance by the Supervisor and UNDP CO.
 
 

 

Competencies

  • Excellent analytical and presentation skills;
  • Outstanding time-management, organizational and inter-personal skills.
  • Ability to use informational and communication technology as a tool and resource.

 

Required Skills and Experience

Education:
  • Masters degree in economics, energy, development, or a closely related field. Technical knowledge of the implications of climate change on development, finance, environment and other relevant fields is critical.
 
Experience:

  • A minimum of 5 years in development of strategy and program documents in the field of climate change including social and economic development;
  • Experience in NAMA development would be an asset;
  • Experience in the policy development process associated with environment, climate change and sustainable development would be an asset;
  • Experience in working and collaborating with governments would be an asset;
  • Experience of work in CIS countries would be an asset.

 Language:
  • Excellent knowledge of English including writing and communication skills.
  • Knowledge of Russian including writing and communication skills would be an advantage.
