VACANCY ANNOUNCEMENT # 49/2009 UNDP OFFICE IN UZBEKISTAN seeks multilingual, motivated candidates with appropriate experience for the post of an International Consultant/Expert Risk Assessment and Management of Clean Development Mechanism Project in Uzbekistan for the joint project of UNDP and the Government of Uzbekistan “Capacity Building for Clean Development Mechanism in Uzbekistan” Project.
BACKGROUND
The entry into force of the Kyoto Protocol of the United Nations Framework Climate Change Convention (UNFCCC) provides Uzbekistan with opportunities to reduce its Greenhouse Gas (GHG) emissions and at the same time to mobilize additional resources for environmentally friendly technologies and achieve sustainable development objectives in the context of MDGs through Clean Development Mechanism (CDM).
Duties and Responsibilities
Expert will work under overall guidance of the UNDP Head of Environment and Energy Unit and direct supervision of the Project Manager. The main objective of this assignment is to assist the local experts in risk assessment and management of CDM projects to be implemented in Uzbekistan. The specific objectives are the followings:
to analyze experience of leading carbon companies on risk assessment and management in CDM projects and provide general proposals how to apply this experience under specific conditions of Uzbekistan.
to prepare learning module on risk assessment and management as a set of study cases for risk assessment and management of CDM projects in selected economy sectors, and Power Point presentations to introduce its general provisions and specific features.
to conduct training for national experts on risk assessment and management of CDM projects eligible for implementation in Uzbekistan.
The objectives are expected to be realized through accomplishment of the following specific tasks and milestones: Stage 1: Analysis of World Experience in Risk Assessment and Management
To analyze experience of selected leading carbon companies on risk assessment and management in CDM projects and assess their applicability in the national circumstances of Uzbekistan.
Suggest the most appropriate proposals for Uzbek project developers regarding risk assessment and management of CDM projects.
Stage 2: Learning Module and Training on Risk Assessment and Management
Prepare Power Point presentations to introduce general provisions and specific features of the risk assessment and management of CDM projects to be delivered during the training.
Identify and develop in consultation with local experts and stakeholders two case studies on risk assessment and management of CDM projects in the sectors of 1) Energy and 2) Oil and Gas.
Compile general provisions and specific features along with the developed case studies into a Learning Module on Risk Assessment and Management to be disseminated during the training.
Conduct the training on the developed case studies in Tashkent for the targeted group of national CDM experts in the key ministries and agencies of the Republic of Uzbekistan.
Deliverables:
Output 1:
Proposals on the most appropriate ways for risk assessment and management for Uzbek project developers - 3 weeks after signing the contract
Output 2:
Learning Module including two case studies on risk assessment and management of CDM projects in the sectors of 1) Energy and 2) Oil and Gas, and PP presentations - 1 month after signing the contract
Output 3:
Training on the developed case studies in Tashkent for the targeted group of national CDM experts - 1.5 month after signing the contract
Competencies
Good knowledge of the Kyoto Protocol flexible mechanisms, particularly CDM, and the interpretation of the rules by the international rulemaking bodies;
Good knowledge of the current state of the international CDM market;
Practical experience in providing CDM capacity building;
Required Skills and Experience
At least 3 years of relevant practical experience;
Excellent knowledge of written and spoken English;
Good PC and IT communications skills.
