Description

The consultant is expected to develop a UNDP project document which ensures that 1) the TACC approach is effectively applied to the Delta State; 2) that the TACC project can be effectively integrated into the national and state development planning process and climate change programmes; and 3) the TACC project is fully in line with the UNDP Nigeria CO’s country programming. The required tasks include:

  • Liaise with relevant parties (UNDP (Nigeria CO, BDP/EEG in Pretoria and NY), Delta State, Federal Government of Nigeria, etc.) and compile all necessary information and documentation on TACC as well as on Nigeria and Delta State for the development of the project document
  • Review relevant ongoing projects, programmes, and/or initiatives that are also addressing issues at strategic level (e.g., NAPA, NAMA, Niger TDA/SAP, NBSAP) to ensure complementarity and synergies in the design of the Delta TACC.  
  • Consultations with stakeholders in the Delta State and Abuja in September 2010
  • Develop a first draft UNDP project document, following UNDP technical and format requirements, by 30 September for comment by relevant parties 
  • Integrate comments received and produce a final draft UNDP project document by 22 October 2010, to be tabled at the Project Appraisal Committee meeting

Throughout the consultancy, technical guidance will be provided by UNDP/BDP/EEG technical advisors on TACC.  UNDP Nigeria CO will guide the consultant to ensure that the Delta TACC will be in line with UNDAF, CPD, CPAP, and UNDP Nigeria’s Climate Change Strategy and Delta State government’s objectives and vision
The consultant will be supported by the Delta State for necessary logistical arrangements to ensure the effective use of time during the mission to Delta State.

Action Responsible:

All relevant information listed and shared with consultant DS & UNDP- 23 August 2010
Liaise with relevant parties (UNDP (Nigeria CO, BDP/EEG in Pretoria and NY), Delta State, Federal Government of Nigeria, etc.) and compile all necessary information and documentation on TACC as well as on Nigeria and Delta State for the development of the project document Consultant - 31August, 2010

Mission to Nigeria (Delta State and Abuja) conducted

  • Consultations with stakeholders in Delta States
  • Consultations with UNDP CO
  • Consultations with Federal State (as appropriate)
  • Comments from DS on draft Logframe and TBWP provided to Consultant 

Consultant, Delta State, UNDP CO 7-10 days in early Sept (subject to availability of consultant and DS Focal Points)

Mission Report with the main points agreed/proposed/ raised during the consultations, based on the draft logframe, and a list of people/documents consulted  Consultant  -15 Sept 2010 (or within 5 days after the mission)

First draft project document submitted Consultant 30 September 2010

Comments on the draft project document provided to the consultant UNDP CO, RTA, Delta State - 15 October 2010
Revised Draft UNDP Project Document, incorporating comments, to be tabled for Project Appraisal Committee Consultant- 22 October 2010

Deliverables:    

Expected deliverables from the consultant are as specified below:

Deliverables Deadline:

1)  Mission Report with the main points agreed/proposed/raised during the consultations -  15 September 2010
2)  First Draft UNDP Project Document for comments -  30 September 2010
3)  Revised Draft UNDP Project Document, incorporating comments, to be tabled for Project Appraisal Committee -  22 October 2010

Duration:

The tasks described above will be undertaken by the consultant immediately upon the signature of the contract until 22 October 2010.  The expected time inputs from the Consultant to perform the tasks above during the said period are approximately 30 days, including one mission to Nigeria (both Abuja and Delta State). 

Reporting:

All deliverables must be submitted to UNDP Nigeria CO and copied to UNDP BDP/EEG Regional Technical Advisor on TACC based in Pretoria as well as Delta State Project Team, The Technical Advisor will be responsible for the technical clearance of the deliverables.
