Description
The European Commission, the Government of Norway and the Government of Azerbaijan’s State Agency on Alternative and Renewable Energy Sources (SAARES) are promoting the development of sustainable energy in Azerbaijan. Renewable energy became a strategic priority for the Azerbaijani government, which resulted in the creation of SAARES in 2009.
 
During the project timeframe, SAARES and UNDP will work together to enhance and widespread understanding of the potential for sustainable energy. They will conduct feasibility studies to aid the construction of a small hydro-electric pilot power plant in Azerbaijan. Furthermore, they will conduct legislative and institutional studies to identify what is needed to support sustainable energy sector development, economic studies to identify sustainable energy options in Azerbaijan and identify sites suitable for future wind, solar and biomass facilities.
 
So far the project has completed the following:
  • The project has established a Project Management Unit consisting of a Project Manager, Project Assistant and a Project Expert, which work with designated officials from the SAARES and in close cooperation with the UNDP Baku Office.
  • A weekly project implementation plan for 2011 has been prepared.
  • The project inception meeting has been held with the participation of stakeholders.
  • Lead Project Advisor has been hired.
  • ToRs to hire local and international consultants to work under different components of the project are being developed.
The project team is in the process of collecting and studying relevant publications and data on sustainable energy solutions in Azerbaijan.
 

 

Duties and Responsibilities

Objective
 
This Terms of Reference (ToR) is designed for an International Consultant that will conduct the activities outlined in Component 5 (See Annex 1) of the "Promoting Development of Sustainable Energy in Azerbaijan" project. The International Consultant will complete the assignments listed in the “Scope of Assignment” section. The work will be conducted under overall guidance from the Lead Project Advisor. Overall, the work is supervised by the Project Director representing SAARES and by the Deputy Resident Representative of UNDP.
 
Scope of the assignment (see Annex 1):
 
The contracted International Consultant will conduct the following:
  • review of previous and current information and data on sustainable energy in Azerbaijan
  • desktop screening of Azerbaijan for potential site areas for wind, solar and biomass sources of energy
  • field visits to at least 2 potential sites for each sustainable energy option
  • compilation of information on the sites visited for evaluation as pilot project candidates
  • developing an estimate of average generation capacity of each sustainable option
  • identifying at least 3 pilot projects for demonstration of sustainable energy
  • developing outline plans for implementation of future actions.
Deliverables:
 
The concrete deliverable of this component will be a report addressing the following: 
  • Specific information discussed at the beginning of this component description, such as data on sustainable energy in Azerbaijan and identification of potential sites.
  • The results and conclusions of the site visits.
  • Concrete action plan with a pipeline of evaluated wind, solar and biomass projects for further considerations (for solar and biomass not including potential applications only for power, but also for heat generation by solar water heating or different biomass/biogas based applications).
  • Pilot project plans for wind, solar and biomass sources of energy 
Tentative schedule for deliverables by the consultant
The International Consultant will be paid in tranches upon delivery of deliverables that have been agreed upon in advance. The form of reporting will be discussed in advance with the Project Manager and Project Coordinator at UNDP.
 
The financial arrangements under the contract will be as follows:
  • The total amount for the current assignment  may be up to 15,000 EURO
  • The schedule of payments will be agreed with the Project Manager during contract negotiation phase
  • If travel to duty station is required, the cost of airfare to Azerbaijan and/or local transportation will be provided separately. When on travel, a daily subsistence amount in accordance with UNDP rates will be paid.

  • Applications of consultants, which fail to provide their P11 forms or expected daily consultancy fees will not be considered.

Required Skills and Experience

Education:

  • University degree in Renewable/Sustainable Energy or other relevant field is required.

Experience:

  • Significant and relevant international level experience in developing pilot project plans for wind, solar and/or biomass sources of energy.
  • International Consultant must have previous experience in analysis of information on sustainable energy and assessment of potential sites.
  • Prior work experience in Azerbaijan is an advantage.
  • Familiarity with the working environment and professional standards of UNDP and international organizations is an asset.
  • Experience in countries in transition and/or Eastern Europe/CIS countries is an asset.

Language:

  • Fluency in English.
