Description
In October 2009, a concept note was submitted in view of the European Commission Thematic Programme for Environment and sustainable management of natural resources, including energy for the project entitled  Removal of Barriers to Renewable Energy in Mauritius, Rodrigues and Outer Islands including Regional Exchanges and Poverty Alleviation under the ENRTP Priority 5 / Lot 11: Sustainable energy for Sub-Saharan Africa. As per this Lot, the type of actions eligible for financing include : twinning between European and African regional institutions (for example between agencies for energy management, regulators, etc.) might be an appropriate mechanism. It will help promote the implementation of EU initiatives, and accords with the objectives of the EU Action on Climate Change in the Context of Development Cooperation (COM(2003) 85), EU efforts to build a Global Climate Change Alliance (GCCA) (COM(2007) 540) and the EU-Africa Partnership Strategy, and other EC funded projects.
The action will also assist beneficiary nations in their commitments to the United Nations Framework Convention on Climate Change (UNFCCC), the Kyoto Protocol (KP), Monterrey and Johannesburg. Moreover, a recent decision of the Decision of the European Parliament and of the Council on the effort of Member States to reduce their greenhouse gas emissions to meet the Community's greenhouse gas emission reduction commitments up to 2020 PE-CONS 3738/08 refers specifically to actions to be undertaken in the Small Island Developing States. In accordance with the call for proposals, the Expected results include: 1) Increased capacity for the development and implementation of sustainable regional energy policies and regional energy markets. 2) Adoption at national levels of open and incentivising legislation as regards regional energy markets.3) Increase of exchanges on the theme of energy, in this case with Reunion Island and Seychelles.  
The possible indicators under this action will include a) Number of regional and national institutions benefitting from capacity building and b) Number of modifications in regulations in the energy field. Under this action, the applicant is located in Mauritius and will work with organisations identified in the various regional countries.
The resources being requested for this project will be targeted towards establishing a functional market environment that will promote investments in renewable energy projects. Where possible, expertise will be tapped into e.g., from Reunion, thus fostering South-South cooperation for the transfer of technologies. The project will have local ownership through Ministry of Renewable Energy and Public Utilities which has the overall responsibility for implementing the vision of the Government of Mauritius as enshrined in the Outline Energy Policy of April 2007 and the Energy Policy of December 2008 which have defined the framework that would drive the country towards better self-sufficiency in energy supply and improving affordability to all citizens.

Duties and Responsibilities

The aim of this project for which EU funds are being sought is to complement the GEF (Euro 1.5 M) project by bringing a regional dimension and enabling countries in the region to share their experiences with Mauritius especially with expertise to be obtained from Reunion in terms of renewable energy and to have demonstration projects as well in poorer areas. It may also be noted that the Government of Mauritius has also pledged about 0.66 M Euro to the project.  In addition, this project will include a component of poverty alleviation. The first part will be to create the enabling conditions for a market-led growth in renewable energy. The project will contribute to the consolidation of the legal and regulatory framework for the renewable energy sector especially as regards the component of poverty alleviation and regional exchanges. In terms of building public awareness of renewable energy technology, workshops will be organised so as to build confidence in renewable energy technologies and their application in different contexts. A regional energy forum is envisaged so as to foster links between energy agencies of the Indian Ocean. This will hinge on the Assessment of resource endowment and sites identification which is the third objective of the action. In order to ensure the sustainability of the project, Capacity building in NGOs, public and private sectors and vulnerable groups will be required and this will take place through specially designed courses which will be inspired from the equivalent activity in the GEF project. Finally, through Demonstration projects, pilot plants will be installed in the various parts of the country so as to enable those components of the population to see what renewable energy is about.
The Key Stakeholder groups include Government – Ministry of Renewable Energy and Public Utilities, the Central Electricity Board, and the people living in the poor areas of the island of Mauritius and in Rodrigues. In preparing the proposal, the MREPU and the CEB have reviewed the concept note so that project aims and objectives are in accordance with those of Government
Scope of services
  • To prepare the project document as per the requirements of the European Commission in line with the instructions given in Sections 2.2.5, 2.2.6 and 2.2.7 of the guidelines for grant applicants.
  • Ensure conformity with all the administrative and eligibility requirements set out in particular sections 1.2, 1.3 and 2.1 of the Guidelines for Grant applicants.
  • Consult with all necessary stakeholders and establish contacts as required for the project and assist any project partner with PADOR registration
Deliverables
The consultant shall be responsible for the preparation of
  • Draft Full Application forms observing strictly the instructions given in Sections 2.2.5, 2.2.6 and 2.2.7 of the guidelines for grant applicants, including budgets, log frame, project schedule etc.
  • Final Full Application forms observing strictly the instructions given in Sections 2.2.5, 2.2.6 and 2.2.7 of the guidelines for grant applicants and ensuring conformity with all the administrative and eligibility requirements set out in particular sections 1.2, 1.3 and 2.1 of the Guidelines for Grant applicants.
  • Customise the Full Application Form in European Commission format as per requirements set out by UNDP and the template to be provided.
  • Customised project document in UNDP template as well
  • Ensure submission of the completed Full Application Forms to the European Commission by 10 March 2010 at 16 00 hours

Required Skills and Experience

  • Hold a postgraduate qualification in a subject relevant to Renewable Energy
  • Experience in the preparation of Full Application Forms for the European Commission is a requirement
  • Minimum of 5 years experience
  • Experience in Mauritius is an advantage
