Description
UNDP plays an important role as a partner to the Government of Belarus in climate change policy and programs. Through its role UNDP has supported the development of the capacity of the Government of Belarus to address global environmental issues (through its NCSA program) and climate change in particular through a targeted project to develop capacity to implement mechanisms under the Kyoto Protocol.
Today, based on the IPCC findings and the UNFCCC principals, the Belarusian Government has to identify and further support its post-2012 strategy to increase its climate change mitigation potential and meet a long-term global goal for emission reductions. The effective participation in the currently ongoing climate change talks is of utmost importance for the future post-2012 regime in Belarus. Therefore, the country should prepare itself for the complex negotiation process of 2009-2012, which is focused on several important directions, such as estimation and establishing of the quantified emission limitation or reduction commitments, modalities and guidelines for treatment of wetlands in LULUCF sector, elaboration of a cooperative sectoral approaches and sector-specific actions, evaluation of economic and social consequences and spillover effect of response measures, technology development and transfer to support action on mitigation and adaptation, and other issues.
It is deemed important that the UNDP helps address further capacity building of and technical assistance to the Republic of Belarus concerning its long-term strategic assessment of GHG emission reduction potential to build up and further defend the country’s position in international climate change dialog and improve quality of the Fifth National Communication. Utilizing previous UNDP efforts in Kyoto capacity-building, the local Belarusian experts are to revise the evaluation of GHG emission projections until 2020 taking into account the National Report on GHG Cadastre for 2007, new circumstances related to financial crises, ambitious post-2012 targets of the UNFCCC Annex I Parties and recently adopted country development programmes.
Objective
The objective of the assignment will be to prepare a Review Report on a peer review analysis of the results of GHG emission projections for 2009-2020 in the Republic of Belarus with specific recommendations concerning methodological assumptions used, potential GHG emission reduction options suggested and to provide proposals for systematic update of the projections.

 

Duties and Responsibilities

The assignment consists of the following milestones:

  1. Collect necessary up-to-date information and consult with governmental authorities, companies, academia and other local experts to draft a report on GHG emission projections and GHG mitigation potential assessment in the Republic of Belarus;
  2. Conduct the study of business-as-usual GHG emission projections for 2009-2020 in the Republic of Belarus using the 2007 GHG Cadastre data, ambitious Annex I Parties aggregate target, available models and tools and applicable scenario;
  3. Conduct the study of possible deviations from the above business-as-usual GHG emission projections with due regard of available additional measures and carbon market flexible mechanisms;
  4. Communicate to and discuss all results and initial data with an international consultant assigned for this activity by UNDP Bratislava Regional Center;
  5. Draft a report (20-30 pages) with findings and recommendations and submit the report to UNDP Bratislava Regional Center and UNDP CO in Belarus.
Timeline and implementation arrangements:

The total duration of assignment is 15 working days during the period Nov 13 – Dec 10, 2009. The deadline for the draft report submission is Dec 10, 2009. The consultant will be paid a lump-sum fee upon delivery of the final Draft Report and acceptance of the Draft Report by UNDP CO in Belarus and UNDP Bratislava Regional Center.  Lump-sum will be calculated based on UNDP’s salary scale. UNDP reserves its right to negotiate the final amount of consultant’s remuneration, based on the consultant’s performance.

The assignment will be home-based and will involve Internet research and telephone and e-mail communications with government officials, companies, academia, other local experts and the international consultant as necessary. Throughout the assignment the consultant will work in close collaboration with the international consultant assigned for peer review and the UNDP CO in Minsk as well as with UNDP Regional Center for Europe and CIS. . S/he will report on his work to UNDP Programme Analyst, UNDP CO in Minsk.

 

Competencies

  • Knowledge of UNFCCC principals, Kyoto mechanisms, IPCC GHG emission assessment guidance;
  • Solid knowledge in energy planning or economy prognosis issues;
  • Practical experience of using respective models and software tools (e.g., LEAP, BALANCE, WASP, DEARS, GAINS);
  • Good writing and communication skills.

 

Required Skills and Experience

  • Advanced degree in economics, environmental policy or energy;
  • At least 3 years practical experience with the energy development policy issues in the CIS countries will be an asset;
  • Excellent knowledge of written and spoken English, knowledge of Russian would be an asset.
