Scope of Work
The International consultant will generate information partly through this study and drawn from other work. For instance, tentative information on policy implications of PAM’s and identification of drivers of deforestation and degradation is available in the study on drivers of forest change. The institutional and stakeholder assessment will provide information on feasibility of implementing the policies and measures. The International consultant will lead the process of identification and prioritisation a set candidate PAMs. He/she will lead a multi-stakeholder consultation process using a strategic process using criteria for prioritisation at the national and sub-national levels. The International consultant will provide key conceptual guidance on the process. The International consultant will lead the preparation of written deliverables, including final report, and assume ultimate responsibility of the overall study.
Tasks to be Performed
The International consultant will be expected to do the following:
- To undertake a rapid analysis of the existing policy, legal and regulatory framework to ascertain strength / weaknesses and opportunities of existing policies or measures in addressing direct or indirect drivers of deforestation / forest degradation;
- To generate an initial set of candidate PAMs to address those identified deforestation and forest degradation drivers and barriers to forest enhancement based on consultation and relevant sources of information;
- To prioritize the identified PAMs by criteria, importance and financing sources, including monitoring and re-prioritisation mechanism;
- To assess the feasibility of candidate PAM’s and provide information on cost implications, carbon and non-carbon benefits;
- Develop recommendations for follow up planning for prioritising PAMs into the Government’s regular programme development and budgeting processes (with an aim to set a stage for a follow up study on REDD+ financial planning and fund management);
- Facilitate discussions among key stakeholders on assessment results to derive a set of prioritised PAMs through at least two consultation workshops.

Inception/preparatory phase: Detailed Work plan and setting up the methodology (In English): Work plan, outlining key issues to be covered, methodology set up, work flow, structure of deliverables; Report Outline- within 7 days- Review and Approvals Required - Two weeks from commencement of the contract and PM will review the report and will give the final acceptance of the report.

Progress Report (In English)- Short report to detail progress and first consultative workshop findings, including: Review of existing policies and legislations; Candidate PAM’s for prioritization and discussion based on the results of the drivers study; Meeting and Consultation Notes; A set of criteria and indicators for prioritization of PAM’s.; Report Outline- within 18 days- Review and Approvals Required - Two months from commencement of the contract and PM will review the report and will give the final acceptance of the report.

Technical Report – First Draft (in English) – Completed review of existing policies and legislations; Criteria and Indicators for prioritization of PAM’s; Prioritization of PAM’s; Draft recommended plan for PAMs follow up actions; Report Outline- 17 days- Review and Approvals Required - Three months from commencement of the contract and PM will review the report and will give the final acceptance of the report.

Final & Technical Report - Final Report (in English) - Completed Final Report (including References and collected data); Recommended plan of action for integration and follow up for inclusion of PAM’s to the existing and future policies; Evaluation of PAMs; Validation of PAMs by stakeholders; Notes of the Final Consultation Meeting; Report Outline- within 18 days - Review and Approvals Required - Four months from commencement and PM will review the report and will give the final acceptance of the report.
Institutional Arrangement
The consultant will report directly to the Project Manager, UN-REDD Bangladesh National Programme. The consultant is expected to undertake the activities (scope of work) mentioned in the TOR in order to achieve the stated objectives above and complete the study. The deliverables will be submitted in electronic and hard form on time by the consultant to UNDP Bangladesh.
Duration of the Work
The work is expected to start in November 2017 and be concluded by February, 2018. This work will require approximately 60 working days over 4 months.
Duty Station
The duty station will be home based and the field visits will be required as per the work plan and requirement of the methodology. Consultant also needs to participate in consultation and validation meetings at national and sub-national levels organized by the NP and a numbers of sharing/ coordination meeting in the Project Office and UNDP Country Office.
Lump sum contracts:
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. To assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Travel:
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
Two mission in Dhaka – 30 working days needs to be in Bangladesh. Remaining 30 working days home based.

1st Milestone- 10 % of the contract value shalle be paid upon submission of Inception/preparatory phase: Detailed Work plan and setting up the methodology- 7th day of commencement of contract
2nd Milestone- 30 % of the contract value shalle be paid upon submission of Progress Report- 25th day of commencement of contract
3rd Milestone- 30 % of the contract value shalle be paid upon submission of Technical Report - First Draft- 42 th day of commencement of contract
Final Milestone- 30 % of the contract value shalle be paid upon submission of Technical Report - First Draft-- 60 th day of commencement of contrac.
