Bangladesh is a signatory to the UN Framework Convention on Climate Change (UNFCCC). The Conference of the Parties (COP) to the UNFCCC has taken a number of decisions in recent years to encourage developing country Parties to take climate change mitigation actions in forestry sector. The role of forests and reducing emissions from deforestation and forest degradation, and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries (REDD+) have been fully recognised and enshrined in the Paris Agreements.

As part of the country’s long-term strategy to reduce GHG emissions, largely described in its Intended Nationally Determined Contributions (INDC), the Government of Bangladesh has taken initial steps to contribute to this global effort to address climate change, and one of such steps is to develop its capacity to implement REDD+. The Government of Bangladesh prepared and endorsed its REDD+ Readiness Roadmap in 2012. To support this effort, the UN-REDD Bangladesh National Programme was established to provide technical capacity development assistance to the Government of Bangladesh. It will focus on designing and implementing the National REDD+ Strategy and in meeting the international requirements under the Warsaw Framework for REDD+ in-order to receive results-based finance.

One of the key components of the REDD+ readiness process is to identify public policy approaches and interventions. These include incentive mechanisms to effectively address key drivers and causes of deforestation and forest degradation (D&D). Such policy approaches and interventions are called REDD+ policies and measures (hereafter referred to as PAMs).  Clear understanding of the current legal, policy and institutional framework, existing and planned activities of the public and private sectors in relation to the key drivers and causes of D&D is required in order to identify PAMs, and an initial analysis has been undertaken. PAMs are set of specific adjustments to be made in the existing framework and actions to be taken on the ground. To ensure long lasting results, these need to be fully aligned with Bangladesh’s key national development strategies.

This study will identify and prioritise a set candidate PAMs through a multi-stakeholder consultation process using a strategic process using criteria for prioritization at the national and sub-national levels including CHT region. Key information for the prioritisation and identification criteria and indicators will be partly generated by this study and drawn from other work. For instance, tentative information on policy implications of PAM’s and identification of drivers of deforestation and degradation is available in the study on drivers of forest change. The institutional and stakeholder assessment will provide information on feasibility of implementing the policies and measures.

In this study, PAMs are to be identified and prioritised, as a set of principles of action adopted by the Government, and specific plans of action in order to implement them.  As such, the identification and prioritisation of PAMs is a cornerstone of the national REDD+ strategy.  The UN-REDD Bangladesh National Programme (NP) seeks an international consultant on REDD+ policies and measures to provide conceptual leadership to guide the work of national experts and Project Management Unit (PMU) to deliver below described expected results based on international best practices.  The work will also be supported by UN-REDD Bangladesh National Programme PMU and one National Consultant. The National Consultant will lead the organisation and facilitation of workshops to be conducted and assume leadership for discussions with key stakeholders. The National Consultant will contribute to the final report and collate / analyse documents and policies from Bangladesh Government that are of relevance. It is expected that the International Consultant will work directly with the National Consultant to ensure that the deliverables are completed.

 


Duties and Responsibilities

Scope of Work

The International consultant will generate information partly through this study and drawn from other work. For instance, tentative information on policy implications of PAM’s and identification of drivers of deforestation and degradation is available in the study on drivers of forest change. The  institutional and stakeholder assessment will provide information on feasibility of implementing the policies and measures.  The International consultant will lead the process of identification and prioritisation a set candidate PAMs. He/she will lead a multi-stakeholder consultation process using a strategic process using criteria for prioritisation at the national and sub-national levels. The International consultant will provide key conceptual guidance on the process. The International consultant will lead the preparation of written deliverables, including final report, and assume ultimate responsibility of the overall study.      

Tasks to be Performed

The International consultant will be expected to do the following:

  • To undertake a rapid analysis of the existing policy, legal and regulatory framework to ascertain strength / weaknesses and opportunities of existing policies or measures in addressing direct or indirect drivers of deforestation / forest degradation;
  • To generate an initial set of candidate PAMs to address those identified deforestation and forest degradation drivers and barriers to forest enhancement based on consultation and relevant sources of information;
  • To prioritize the identified PAMs by criteria, importance and financing sources, including monitoring and re-prioritisation mechanism;
  • To assess the feasibility of candidate PAM’s and provide information on cost implications, carbon and non-carbon benefits;
  • Develop recommendations for follow up planning for prioritising PAMs into the Government’s regular programme development and budgeting processes (with an aim to set a stage for a follow up study on REDD+ financial planning and fund management);
  • Facilitate discussions among key stakeholders on assessment results to derive a set of prioritised PAMs through at least two consultation workshops.

  • Inception/preparatory phase: Detailed Work plan and setting up the methodology (In English): Work plan, outlining key issues to be covered, methodology set up, work flow, structure of deliverables; Report Outline-  within 7 days- Review and Approvals Required - Two weeks from commencement of the contract and PM will review the report and will give the final acceptance of the report.

  • Progress Report (In English)- Short report to detail progress and first consultative workshop findings, including: Review of existing policies and legislations; Candidate PAM’s for prioritization and discussion based on the results of the drivers study; Meeting and Consultation Notes; A set of criteria and indicators for prioritization of PAM’s.; Report Outline-  within 18 days- Review and Approvals Required - Two months from commencement of the contract and PM will review the report and will give the final acceptance of the report.

  • Technical Report – First Draft (in English) – Completed review of existing policies and legislations; Criteria and Indicators for prioritization of PAM’s; Prioritization of PAM’s; Draft recommended plan for PAMs follow up actions; Report Outline-  17 days- Review and Approvals Required - Three months from commencement of the contract and PM will review the report and will give the final acceptance of the report.

  • Final & Technical Report - Final Report (in English) - Completed Final Report (including References and collected data); Recommended plan of action for integration and follow up for inclusion of PAM’s to the existing and future policies;   Evaluation of PAMs; Validation of PAMs by stakeholders; Notes of the Final Consultation Meeting; Report Outline-  within 18 days - Review and Approvals Required - Four months from commencement and PM will review the report and will give the final acceptance of the report.

Institutional Arrangement

The consultant will report directly to the Project Manager, UN-REDD Bangladesh National Programme.  The consultant is expected to undertake the activities (scope of work) mentioned in the TOR in order to achieve the stated objectives above and complete the study. The deliverables will be submitted in electronic and hard form on time by the consultant to UNDP Bangladesh.

Duration of the Work

The work is expected to start in November 2017 and be concluded by February, 2018. This work will require approximately 60 working days over 4 months.  

Duty Station

The duty station will be home based and the field visits will be required as per the work plan and requirement of the methodology. Consultant also needs to participate in consultation and validation meetings at national and sub-national levels organized by the NP and a numbers of sharing/ coordination meeting in the Project Office and UNDP Country Office.

Lump sum contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. To assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Two mission in Dhaka – 30 working days needs to be in Bangladesh. Remaining 30 working days home based.

 

Deliverables are linked with the payment schedule:

1st Milestone- 10 % of the contract value shalle be paid upon submission of Inception/preparatory phase: Detailed Work plan and setting up the methodology- 7th  day of commencement of contract

2nd Milestone- 30 % of the contract value shalle be paid upon submission of Progress Report- 25th  day of commencement of contract

3rd Milestone- 30 % of the contract value shalle be paid upon submission of Technical Report - First Draft- 42 th  day of commencement of contract

Final Milestone- 30 % of the contract value shalle be paid upon submission of Technical Report - First Draft-- 60 th  day of commencement of contrac.

Required Skills and Experience

Educational Qualifications:

  • An advanced (at least Master’s) degree in forestry, sustainable management of natural resource, environmental policy, and/or relevant subject,  PhD degree would be an asset;     
  • At least 12 years of experience in climate change mitigation, REDD+, forest and natural resources management policy, environmental economics, climate finance;
  • Hands-on experience in national REDD+ strategy development is highly preferable;
  • Familiarity with the concept and practice of REDD+, and broad knowledge of climate change will be an advantage.
  • Excellent understanding of the key UNFCCC decisions on REDD+;
  • Experience in working with United Nations or other international organizations or donor funded project is a plus.

Language requirements

  • Fluency of English language is required;

 Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages-

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Lodging, meals and transport cost for field visit related to this assignment will be paid by the project as per UN standard.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1 Relevance of Education – Max 5 Points
  • Criteria 2 Experience of work in the relevant field specially climate change, forest and Environment, REDD+ –  Max 25 points
  • Criteria 3 Proven experience (minimum 2 assignments) in policy issues in forest sector / REDD+ strategy development in the provision with similar service – Max 25 points
  • Criteria 4 Experience & working with Govt.  & United Nations or other international organizations or donor funded project – Max 15 Points

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
