The implementation of the United Nations Development Programme (UNDP)/ Global Environment Fund (GEF) supported “Market Transformation of Energy Efficient Appliances in Turkey” started in 2010 with an objective to reduce the household electricity consumption and the associated Greenhouse Gas (GHG) emissions by accelerating the market transformation of less energy consuming household appliances. This will be facilitated by a) strengthening the local institutional capacity to develop, adopt and implement effective appliance EE policies; b) developing and implementing a structured compliance checking and enforcement program for appliance energy performance labels and standards; c) increasing consumer and the supply chain awareness and capacity to purchase / deliver energy efficient appliances in the Turkish market; and d) analysing and reporting the results of the project for further learning, adaptive management and, as applicable, replication in other countries.

Duties and Responsibilities
The objective of the assignment is to build institutional capacity and provide practical guidance and training for the effective implementation of the transposed EU Ecodesign Directive (2009/125/EC) and the EU Energy Consumption Labeling Directive (2010/30/EU) in Turkey together with those implementation measures of the Ecodesign Directive that have been adopted by the EU so far (11 as of February 2011) and are planned to be transposed into the Turkish legislation by the end of 2011. Particular emphasis in this respect is to be paid on supporting the organisation of effective and credible market surveillance in order to make sure that the products available in the market comply with the adopted minimum energy performance standards and with the information presented in the labels. The monitoring and analysis of the overall impact of the adopted policies further needs to be facilitated by a good market monitoring system.

Required Skills and Experience
Education:
University degree in Engineering, Economy, Environmental Sciences.
Experience:
A minimum 10 years of working experience
Full proficiency in English including the ability to draft and edit required project documentation.
Ability to work in a team and to motivate other team members and counterparts.
Experience on preparing and implementing training programs on project related subjects.
Hands-on experience on facilitating the implementation of the EU Ecodesign and the EU Energy Consumption Labeling Directives in one or more of the EU Member States, together with good knowledge of the current status and approaches taken in different EU Member States as it concerns, in particular, market surveillance and market monitoring.
