The UNDP Viet Nam seeks 01 International consultant for position of International Consultant – Global Environment Facility 5 (GEF5) Preparation. Viet Nam has benefited from Global Environmental facility though the implementation of a number of good projects. The GEF-5 Replenishment Period will start in July 2010 with some new policies and strategic objectives.
To prepare for GEF 5 fund mobilization, the Government will organize a national dialogue in September 2010 and development a national action plan. Duties and Responsibilities
The consultant will:
Lead and work in collaboration with the national consultants to produce a work plans to cover all aspects of work.
Contribute to the development of TORs for national experts and establish an on-site team of national experts to carry out the review and provide them with the guidelines on the data analysis and reports preparation.
Collate and analyze the data and prepare outlines of the Review Report for GEF5 National Dialogue and the Action Plan.
Make specific comments on the writings of national technical experts.
Compile and complete drafts of the all the writings from national consultants into final draft products.
Address comments and finalize the documents.
Write an end-of-mission report (1 -2 page summary).
Competencies
Minimum of 15 years of experience in project development/ management, evaluation, research, environment and development;
Minimum of five years of experience in developing countries or countries with economies in transition,
Previous experience of working in South Asia, and with UNDP or GEF will be distinct advantages;
Sound knowledge of global environmental issues and key international environmental conventions;
Experience with multilateral, bilateral or national development programs,
Capacity to work effectively and flexibly in a team and with tight timeframes. Ability and readiness to work in a multicultural environment.
Demonstrated ability to deliver analytical papers of high quality,
Excellent analytical writing and communication skills in English;
Proficiency in computers; good working knowledge of word processing and spreadsheet programmes, particularly MS Word and MS Excel.
Required Skills and Experience
Master degree or equivalent in natural or social sciences or related fields.
