The implementation of the United Nations Development Programme (UNDP)/ Global Environment Fund (GEF) supported “Market Transformation of Energy Efficient Appliances in Turkey” started in 2010 with an objective to reduce the household electricity consumption and the associated Greenhouse Gas (GHG) emissions by accelerating the market transformation of less energy consuming household appliances. This will be facilitated by a) strengthening the local institutional capacity to develop, adopt and implement effective appliance EE policies; b) developing and implementing a structured compliance checking and enforcement program for appliance energy performance labels and standards; c) increasing consumer and the supply chain awareness and capacity to purchase / deliver energy efficient appliances in the Turkish market; and d) analysing and reporting the results of the project for further learning, adaptive management and, as applicable, replication in other countries.

The objective of the assignment is to finalize, in co-operation with the local stakeholders and the International Energy Efficiency Policy Consultant, a “Proactive Market Surveillance Plan (PMSP)” with initial cost estimates and proposed organisational and financing arrangements. The PMSP shall take into account the expected volume of testing of the appliances targeted by the project to effectively serve the implementation of the transposed EU Ecodesign and Energy Consumption Labeling Directives as well as the findings of the inventory and capacity assessment of the Turkish labs, which can be considered as possible candidates to conduct this testing. These assessments are to be conducted as a part of this assignment.
The compliance checks of the products covered by the Ecodesign and Energy Consumption Labeling Directives are supposed to be carried out by the Ministry of Industry and Trade (MoIT), and the conformity testing by the Turkish Standards Institute (TSE) and by some independent testing laboratories subcontracted by the TSE. No systematic, proactive testing of these products for their energy performance has been initiated yet, however. The testing infrastructure in Turkey is also still creating some limitations and for some product groups such as air conditioners no testing facility, except those owned and operated by private sector manufacturers, exist. Furthermore, the testing staff in the laboratories needs training.
In line with the provisions of the project document, the list of appliances to be covered by this assignment shall include: Refrigerators and deep freezers and their combination, washing machines, dish washers, ovens, air-conditioners and TVs. At the beginning of the assignment, however, this list is to be reviewed and discussed with the Project Management Unit (PMU) in terms of whether some amendments should be made to better serve the project.
