Background
|
The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), is providing assistance to the Republic of Belarus in the preparation of the GEF Full-Size Project (FSP) “Belarus Green Cities: Supporting Green Urban Development in Small and Medium Sized Cities in Belarus”.
The Belarus Green Cities: Supporting Green Urban Development in Small and Medium Sized Cities in Belarus project aims at the development of green urban development plans and implementation of pilot green urban development projects related to energy-efficiency and sustainable transport in small and medium cities in Belarus.
The project aims to introduce in Belarus the concept of green urban development and support for planning and developing green cities. A green city is defined as a city which is designed taking into consideration the environmental impacts of new investments in the city infrastructure and is inhabited by people dedicated to the minimization of required inputs of energy, water, and food and waste, output of heat, and air pollution. A sustainable green city should meet the needs of the present generation without sacrificing the needs of future generations.
The development of a green city should lead to significant reductions in greenhouse gas emissions. The challengers for environmentally conscious developers are to design green cities in such a way that saving energy and reducing greenhouse gas emissions is done in a manner, which is both economically beneficial and environmentally friendly. In Belarus, there are no cities which currently meet this definition of a green city. There are only cities which aspire to this status but who are impeded in realizing this goal by a lack of knowledge, experience and planning capacity related to green urban development.
The project initially focuses on the medium sized cities of Polatsk, Novopolatsk, and Novogrudok and then to ensure replication to other cities in Belarus. All of these cities will continue working to obtain Green Cities status in the future.
The approved project preparation grant will over a period of some 14 months fully define the activities, outputs, and outcomes of the full project and result in a full project document and request for CEO endorsement to be submitted to the GEF Secretariat. The ultimate objective of the assignment is to have the GEF Request for CEO Approval and the UNDP project document approved.

Duties and Responsibilities
|
This assignment has an objective to develop a full-fledged UNDP/GEF project focusing on promotion of “green” urban development in Belarus. The project should be developed on the basis of the concept described in the project identification framework approved by the GEF.
Under the guidance and direct supervision of the Environment Programme Officer at UNDP, Belarus and the Regional Technical Advisor on Climate Change, UNDP Bratislava the International Expert on Climate Change and Green Urban Developmentwill prepare the project document, the GEF Request for CEO endorsement, and the climate change mitigation tracking tool.
The International Consultant On Climate Change and Green Urban Development - Team Leader will play a key role in determining the project strategy and preparing and finalizing all project documentation for submission to GEF Secretariat and full approval of all project documentation.

Required Skills and Experience
|
|
Education:
- Advanced university degree (to at least Masters degree) in Urban Development, Management, Public Administration or a related discipline.
Experience:
- Minimum 7 years of progressive work experience post Masters Degree with experience in the field of urban planning, climate change, energy efficiency or sustainable urban transport;
- Experience in developing GEF climate change projects for UNDP or another GEF implementing agency would be a strong advantage;
- Experience in working with international organizations, including UNDP, is preferred but not required;
- Working experience in the CIS countries would be an asset.
Language requirements:
- Fluency in written and spoken English;
- Knowledge of Russian would be an asset.

The total payment for the assignment will be a lump sum fee paid in 4 installments upon accomplishing the milestones as specified in Annex I - Terms of Reference.
Travel
Two missions to Belarus of 5 working days each.
Travel expenses shall be included in the lump sum - per diems for two travels to Belarus, tickets cost (economy class for air tickets), itinerary, other travel expenses (visa, terminals). See Annex I for additional information.
Evaluation
Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer received the highest score out of a pre-determined set of weighted technical and financial criteria:
Total score = Technical Score + Financial Score.
Example:
Technical Criteria weight; [70%], maximum 700 points.
Financial Criteria weight; [30%], maximum 300 points.
All the offers of individual consultants who scored 490 (70% from 700) and more points during the desk review/interview are acceptable for financial evaluation. The lowest technically qualified proposal receives 300 points and all the other technically qualified proposals receive points in inverse proportion according to the formula:
P=Y*(L/Z), where
- P=points for the financial proposal being evaluated;
- Y=maximum number of points for the financial proposal;
- L= price of the lowest price proposal;
- Z=price of the proposal being evaluated.
