Background

Project:  00060406 “Capacity Building for CRM in ECIS”

The Country economy, population, and environment are highly exposed and vulnerable to natural hazards.  It is a disaster-prone country that is exposed to various types of natural hazards, including earthquakes, wild fires, floods, droughts, extreme temperatures, landslides. Earthquakes pose largest risk in term of consequences - damages and human losses, wildfires are most frequent disaster, and floods are on the rise in terms of frequency and intensity. Climate change is expected to amplify exposure to meteorological hazards. 
 
The country is exposed to climate change and its consequences, which increase the number and intensity of risks and their impact on the development and prosperity of the country and its citizens. According to the results of the climate change scenarios up to 2010 done as part of the Second National Communication, the average increase of temperature in the country is between 1.0°C in 2025, 1.9°C in 2050, 2.9°C in 2075, and 3.8°C in 2100. At the same time, the average sum of precipitation is expected to decrease from -3% in 2025, -5% in 2050, -8% in 2075 to -13% in 2100 in comparison with the reference period.  The most affected and at the same time the most vulnerable sectors to the climate change impacts that will result from the changes of temperatures and precipitation are: agriculture, water resources, biodiversity, forestry and human health.
 
UNDP and the Crisis Management Centre (CMC) have started the project “Disaster and Climate Risk Reduction”. The objective of this project is to reduce disaster and climate risks in the country and thus contribute to the attainment of country development goals. The project seeks to strengthen disaster and climate risk assessment capacities and identify priorities at the national level to inform country disaster risk and climate risk management strategies and program development. This will be done among the other, through preparation of a comprehensive Disaster and Climate Risk Assessment, creation of a web-based software application and disaster risk maps. In addition, targeted capacity building and public awareness/advocacy/education activities will be carried out countrywide. 
 
In parallel, actions will be taken at the local level to reduce vulnerabilities and strengthen capacities to manage disaster and climate risks at local levels. Local level risk management will be mainstreamed into and delivered through development of disaster and climate risk management plans in selected high risk municipalities as well as through implementation of small scale demonstration and/or pilot measures identified in these plans.
 
Experience and lessons learnt from similar activities in the South East Europe and Central Asia will be utilized through UNDP Regional Centre in Bratislava.   In the frame of the project 00060406 “Capacity Building for CRM in ECIS”, UNDP is looking for an international climate change expert with strong experience in disaster risk reduction to support the implementation of the local level climate risk management initiative in the one statistical/planning region in the country. The consultant will be part of a team consisting of one national expert on disaster risk reduction and one national expert on climate change. He/she will also work closely with relevant national and local institutions and UNDP team.

 

Duties and Responsibilities

OBJECTIVES
The objective of the assignment is to support the climate risk assessment process that will be carried out in the selected statistical region by ensuring that the climate risks are properly identified and mapped, and appropriate measures to reduce the risks are developed. The outputs of the assignment should serve as inputs for various developments plans on local level, as well as for planning of concrete demonstration activities that will address climate and disaster risks at local level in the selected statistical region.

TASKS (SCOPE OF WORK)
 
Under the direct supervision of the Project Manager, and in close collaboration with relevant UNDP programme and project teams, and appointed representatives from the key national institutions, the Consultant shall be responsible for following:
  • Familiarize with the project document, risk and hazard assessment framework in the country, especially the Regulation on the Methodology for Preparation of the Assessment from All Risks and Hazards (Official Gazette of RM, No. 13/2011).
  • Familiarize with the legislative and institutional frameworks for climate change in the country, as well as with National Communications on Climate Change, National Case studies “Assessing the economic impact of climate change” and other recent relevant reports/assessments.
  • Prepare country specific climate risk assessment methodology and ensure that regional differences, inter-sector linkages and cross-cutting issues (gender, environment, human rights, HIV/AIDS) are taken into account.
  • Substantively contribute to organization and facilitation of the first technical meeting of the climate and disaster risk assessment working team, ensuring that all members understand the methodology and their roles and responsibilities in the assignment.
  • Provide expert support and guidance to the national consultants and staff of the relevant local disaster risk reduction institutions and of the local governments from the selected statistical region that will carry out the field research/assessment. 
  • Participate in climate and disaster risk assessment in one municipality together with the two national consultants and risk assessment teams.
  • Support the national consultants in identification and selection of the climate risk mitigation measures, based on the disaster and climate risk assessment reports.
  • Develop a Comprehensive Disaster and Climate Risk Assessment Report for the selected statistical region based on the reports prepared by the two national consultants and shall incorporate analyses of the results of the climate and disaster risks assessments, results of the climate and disaster risk screening of the reviewed key documents, proposed priority measures to mitigate climate and risks in the selected region and municipalities and way how to mainstream climate and disaster risks into the key development and planning documents for the selected statistical region and municipalities within the region.
DURATION OF ASSIGNMENT
The assignment shall be completed in 13 (thirteen) working days in period of 6 (six) months starting in April 2012 and ending in September 2012. It is expected that the assignment will include two missions to the country each for 2-3 days, tentatively in early May 2012 and in early July 2012.

The Assignment shall follow the logical sequences of implementation of activities. The first stage shall involve review of the legislative framework on disaster risk reduction/crisis management and climate change in the country (2 days), preparation of the climate risk assessment methodology (4 days) and facilitation of the workshop (2 days), the second stage shall consist of participation in the local level climate risk assessment in one municipality (2 days). The last stage shall be left for substantive review of risk assessments reports and technical support for identification of the climate risk mitigation measures and mainstreaming of the disaster risk and climate risk reduction in local development and strategic planning (3 days).

REPORTING
The Consultant will report to the Project Manager and shall prepare following reports:
  • Initial Report containing the detailed description of the methodology and approach in the fulfilment of the assignment – max. 2 (two) weeks after the signing of the contract;
  • Mid-term progress report presenting the implemented activities –not later than end-July.
The reports shall be submitted in English language electronically (e-mail or CD).
 
DELIVERABLES
  • Prepare a country specific climate risk assessment methodology;
  • Substantively contribute to organization and facilitation of the first technical meeting of the climate and disaster risk assessment working team;
  • Develop a Comprehensive Disaster and Climate Risk Assessment Report for the selected statistical region.
OWNERSHIP
The produced materials will be property of UNDP, meaning that UNDP will hold the copyrights of the developed document. It will be used by the UNDP and the Crisis Management Centre in accordance with their needs and viewpoints and without consulting and approval of the Consultant.

APPROVAL/PAYMENT TIME
The payment will be done in 3 (three) instalments based on the milestones agreed:
  • 20% - after the preparation of a country specific climate risk assessment methodology and its acceptance by UNDP and CMC;
  • 30% - after organization and facilitation of the first technical meeting of the climate and disaster risk assessment working team;
  • 50% - after development of the Comprehensive Disaster and Climate Risk Assessment Report for the selected statistical region and its acceptance by UNDP and CMC.
Educational background: Advanced university degree in the thematic areas relevant to the assignment (environmental science, natural sciences, social sciences, disaster risk management).

The International Consultant will provide following:
  • CV of the Consultant (United Nations Personnel History form (P-11);
  • Brief methodology and approach on how the assignment will be carried included detailed timetable of the proposed activities (max. 2 pages);
  • Financial offer (total lump sum for the assignment including all organizational/logistical/transportation costs); 
  • Reference list of at least 3 (three) similar work/projects and contact details of the clients.

EVALUATION OF OFFERS
 
The offers will be evaluated based on the Best value for money principle taking into account a combination of the applicants’ qualification and financial proposal (70% technical and 30 % financial offer). When using this weighted scoring method, the award of the contract will be made to the consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable (scored at least 70% of technical criteria) and having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.

 

Competencies

  • Previous experience in community level climate and disaster risk management initiatives shall be considered as a strong asset; 
  • Excellent knowledge of climate change and climate risk management and their inter-linkages with development processes;
  • Excellent knowledge of methodological research and tools;
  • Experience in working with different stakeholders (government bodies, municipalities etc.) including civil society organizations;
  • Proven experience on preparation of written reports in an accurate and concise manner, and public presentation skills;
  • Excellent presentation and communication skills, sense of initiative;
  • Excellent analytical and writing skills;
  • Planning and organizational skills;
  • Full working knowledge of English.
