Description
Moldova is highly vulnerable to climate variability and change. The socio-economic costs of climate related natural disasters such as droughts, floods and hail are significant and both their intensity and frequency are expected to further increase. Climate change is increasingly recognized as fact of national importance, but so far the national strategic framework lacks integrated climate change mitigation or adaptation measures. Therefore, there is a need for a policy framework at the national level to ensure that a qualitative, effective and coherent climate change adaptation process takes place. This shall be achieved by elaborating a National Climate Change Adaptation Strategy, serving as an umbrella for comprehensive sectoral strategies and action plans.

Scope of work
The international consultant will be responsible for the development of the National Adaptation Strategy. The process will be led by the Ministry of Environment and involve consultations with a wide range of national stakeholders. The consultant will work in a team with several national experts.

 

Duties and Responsibilities

  • Assist in the development of ToR for the national team of experts on adaptation to climate change with the clarification of specific tasks, expected results and timeframes.
  • Coordinate work of the national team of experts and ensure timely delivery of inputs from the team.
  • Define the scope of the National Adaptation Strategy (NAS) and present to Ministry of Environment (MoE) and UNDP for approval a NAS concept, which will include work plan for NAS development with milestones and annotated NAS outline. The concept shall also define possible barriers and factors that may impact the development of the comprehensive programme and realization of measures on adaptation.
  • Review and analyze national and sectoral strategies, programmes and plans, as well as other documents/publications relevant for the assignment (see Annex 1 for the minimum list of the documents). Review relevant current and planned initiatives both nationally- and donor- funded and ensure that the respective outcomes feed into the process of strategy development (specifically development of national Disaster Risk Reduction and Hazard Mitigation Strategy/Programmes, sectoral strategies and programmes, specifically agriculture and food industry). 
  • Design and deliver a short (2-3 hrs) introductory training on adaptation (specifically tailored for Moldova) for the interministerial working group that will participate in the NAS development.
  • In consultation with the national team of experts draft initial NAS version and present it at the meeting of the interministerial working group (IWG) for comments and suggestions. Revise the initial version based on the feedback of the IWG. 

The Strategy should consider all the components which need to be in place, such as regulatory, technical, legal, capacity development, institutional, among others and be in line with the Decree N 33 from 11.01.2007, and other relevant national regulations and legislation. It shall address the following
(but not be limited to):

  • Analysis of current vulnerability and future climate risks.
  • Assessment of development strategies, policies and plans.
  • Linkages between adaptation and sustainable development at the local, sectoral level (agriculture, water resource management, disaster, etc.), national level and regional levels (planning and coordinated actions may be necessary).
  • Mainstreaming climate change risks and adaptation into national policies, programmes and priorities and ensuring that information about climate-related risks, vulnerability, and options for adaptation is incorporated into planning and decision-making in key sectors, such as agriculture, water, health, disaster risk management, as well as into existing national assessments and action plans.
  • Define strategic partnerships with national bodies, local authorities and civil society.
  • Check for complementarities and synergies with similar existing or planned interventions in Moldova.
  • Contain monitoring and evaluation framework for the NAS.


Conduct bilateral consultations with key stakeholders (ministries, academia, organizations, etc.) and collect inputs for the NAS. Revise the draft NAS accordingly.

Timeline and implementation arrangements

The duration of assignment will be approximately 30 working days in the period between 20 August and 30 November 2010.
Throughout the assignment the incumbent will work under the overall guidance of Ms. Anna Kaplina, UNDP Environment and Energy Programme Manager and Ms. Nadja Vetters, UNDP Moldova Environment and Energy Portfolio Manager. 

Most of the work the consultant is expected to do from home, at least one trip to Moldova (tentatively in September-October) is expected. If needed, the consultant should be prepared to undertake additional missions to Moldova.

Payment schedule

  • Thirty percent (30%) of the total value of the contract will be paid upon delivery and UNDP acceptance of the initial draft of the NAS
  • Seventy percent (70%) will be paid upon delivery and UNDP acceptance of the final draft of the NAS.
Payments will be made only if deliverables satisfy UNDP standards.
Travel expenses will be covered separately as per UNDP rules and standards.

  • Expert knowledge on climate change adaptation policies and measures, adaptation approaches and methodologies
  • Profound understanding of the national policy and programs related to climate change adaptation.
  • Knowledge, analytical skills and related work experience of the field of climate change.
  • Ability to learn new terminology and concepts easily.and to turn information from various sources into a coherent strategy document.
Interaction with partners
  • Maturity and confidence in relation to work with senior and high-ranking members of international, regional and national institutions.
  • Cultural, gender, religious, race, national and age sensitivity and adaptability.

Required Skills and Experience

Education
  • Master degree in the field of the environment protection or management, economics, development or other related area.
  • Technical knowledge of climate change consequences for development, financial sphere, environmental protection and other related fields is crucial.
Work experience
  • At least 10 years of work experience in the related field.
  • Profound knowledge of the issues on adaptation to climate change and development.
  • Experience in drafting strategic documents
  • Experience in the development, implementation or management of projects.
  • Experience in participation of the process on policy development related to the environment, climate change and sustainable development is an advantage.
  • Related work experience with state structures, work experience with the UN system or other international agencies.
  • Proven successful accomplishment of similar assignments.
  • Excellent knowledge of English, including written and spoken communication skills.
  • Knowledge of Romanian/Russian, including written and spoken communication skills would be an asset.
  • Work experience in the Europe and the CIS Region is an advantage
