Description

The European Commission, the Government of Norway and the Government of Azerbaijan’s State Agency on Alternative and Renewable Energy Sources (SAARES) are promoting the development of sustainable energy in Azerbaijan. Renewable energy became a strategic priority for the Azerbaijani government, which resulted in the creation of SAARES in 2009.
During the project timeframe, SAARES and UNDP will work together to conduct feasibility studies to aid the construction of a small hydro-electric pilot power plant in Azerbaijan. They will also conduct legislative and institutional studies to identify what is needed to support sustainable energy sector development, economic studies to identify sustainable energy options in Azerbaijan and identify sites suitable for future wind, solar and biomass facilities. The project will also train energy managers, representatives of the local authorities and launch an educational program targeting youth in public schools and the general public.
 
One of project’s goals will be enhancing the capacity of the newly-created State Agency on Alternative and Renewable Energy Sources. So far the project has completed the following:

  • The project has established a Project Management Unit consisting of a Project Manager, Project Assistant and a Project Expert, which work with designated officials from the SAARES and in close cooperation with the UNDP Baku Office.
  • A weekly project implementation plan for 2011 has been prepared.
  • The project inception meeting has been held with the participation of stakeholders.

 

Duties and Responsibilities

General Assistance:
 
Lead Project Adviser will provide general support to the project; encourage initiative, cooperation and teamwork in the completion of the project components. The Lead Project Advisor will utilize his/her experience in the sustainable energy sector to monitor all work (schedules, plans, draft reports) under project component 2-5 (see Annex) and assure that the project’s outputs are of international standard and in line with the project goals.
 
This work will have to be accomplished through occasional visits to Baku, and in the form of email, Skype and other forms of communication with the UNDP Project Manager, other project team members and involved consultants/companies.
 
The Lead Project Advisor will be assigned the following tasks for each of the project components:
 
Project Component 2 (see Annex I.A): “Acceptance of sustainable energy as a feasible energy option by energy managers, municipal authorities and the general public”
  • Will work together with the project team to prepare ToR for an international consultant that will prepare training materials for sustainable energy seminars for policy-makers and educational material for general public and school students.
  • Will review the prepared materials and plans for local and international consultants that are assigned to prepare a five day seminar and five one-day seminars.
  • Will review the schedules, plans and educational material prepared by international and local consultants for use in public schools.
Project Component 3 (see Annex I.B): “Evaluation of the economics of wind, solar and biomass sources of energy in Azerbaijan”
  • Will work together with the project team to prepare ToR for local consultants that will compile international information on sustainable energy plant costs, estimate and compile energy plant costs, and compile a matrix of sustainable energy options.
  • Will review draft reports prepared by local consultants and provide feedback.
Project component 4 (see Annex I.C): “Enactment of a set of coherent regulatory and institutional documents for wind, solar and biomass sources of energy”
  • Together with the project team will prepare a ToR for an international consultant to conduct a legal and regulatory analysis of Azerbaijan.
  • Will review ToRs prepared for local consultants (other international consultant assigned to this component will prepare these ToRs) that will conduct legal and regulatory analysis.
  • Will review draft legal reports prepared by local and international consultants and provide feedback.
Project component 5(see Annex I.D): “Prepare a pilot project plan for wind, solar and biomass sources of energy”
  • Will work together with the project team to prepare ToR to hire international consultant(s) to: Analyse collected data and information on sustainable energy in Azerbaijan, conduct a desktop screening of Azerbaijan for potential sites for biomass, solar and wind, conduct field visits to at least 2 potential sites, compile information on visited sites, develop estimate of average generation capacity and identify at least three pilot projects for solar, wind and biomass facilities.
  • Will review draft reports prepared by local and international consultants and provide feedback.
EU Annual Project Report: The Lead Project Advisor will assist the project management team in preparing the annual EU project report.
 
Deliverables:
 
Under all components, delivered documents should summarize findings, draw conclusions and set future objectives. All reports must include an abstract section that briefly summarizes findings. Reports should not be excessive in length and should be stand alone documents. The length of the Report will be established after the consultation with the Project Manager at the beginning of the assignment. The deliverables under the assignment will consist of the following:
  • General assistance to project implementation through general project monitoring, adjustments, revisions and recommendations.
  • ToR document to hire an international consultant to work under Project Component 2. (Tentative deadline 07 July 2011).
  • Adjustments and revisions to educational and seminar material for Project Component 2 (Tentative deadline 14 September 2011).
  • ToR for local consultant(s) to assist in Project Component 3. (Tentative deadline 07 June).
  • Adjustments and revisions to reports on economics of solar, wind and biomass sources of energy under Project Component 3 (Tentative deadlines 30 July, 30 September, 20 November, 20 December 2011).
  • ToR for international consultant to assist in Component 4 (Tentative deadline 07 July 2011).
  • Adjustments and revisions to draft ToR created by local consultants in Component 4 (Tentative deadline 07 August 2011).
  • Adjustments and revisions to draft legal reports created by local and international consultants in Component 4 (Tentative deadline 15 December 2011).
  • ToR for international consultant to assist in Component 5 (Tentative deadline 14 July 2011).
  • Adjustments and revisions to draft pilot project reports created by local and international consultants in Component 5 (Tentative deadline 15 December 2011).
  • Adjustments and revisions to project planning and implementation.
  • EU annual report (Tentative deadline December 2011). 
Tentative schedule for deliverables by the consultant:
 
The Lead Project Advisor will be assigned to a total of 60 consultancy days. The position is part-time. The consultant will be paid in tranches upon delivery of deliverables that have been agreed upon in advance. The number of consultancy days necessary for each particular task and form of reporting will be discussed in advance with the Project Manager and Project Coordinator at UNDP.
 
The financial arrangements under the contract will be as follows:
  • The total amount for the contract may be up to be 30,000 EURO

The payment will be made in three installments:

  • The first installment in the amount of one third of the total will be paid upon presentation of the deliverables with tentative deadlines that are set before 30 July 2011. Payment will not be issued earlier than 30 days after the start of the consultancy period.
  • The second installment in the amount of other one third will be paid upon presentation of deliverables with tentative deadlines that are set before 30 September 2011.
  •  Final one third of the payment will be issued at the end of the consultancy period upon acceptance of all specified deliverables.

If travel to duty station is required, the cost of airfare to Azerbaijan and/or local transportation will be provided. When on travel, a daily subsistence amount in accordance with UNDP rates will be paid.

Required Skills and Experience

Education:

  • Masters degree or its equivalent in engineering or a degree in a field relevant to sustainable energy and project development.

Experience:

  • Lead Project Advisor must have significant and relevant international level experience
  • Prior work experience in Azerbaijan is an advantage.
  • Minimum of 10 years work experience in the sustainable energy industry, sustainable energy planning, sustainable energy policy development and sustainable energy project implementation.
  • Familiarity with the working environment and professional standards of UNDP and international organizations is an asset.
  • Experience in consultancy services for countries in transition and/or Eastern Europe/CIS countries is an asset.
  • Excellent computer literacy (Word, Excel, Internet, PowerPoint).
  • Available for occasional travel to Baku, Azerbaijan during consultancy timeframe.

Language:

  • Excellent knowledge of spoken and written English.
  • Knowledge of Azerbaijani, Russian or Turkish is an asset.
