The United Nations Development Programme’s Project #00062796 “Building capacity for Strategic Environmental Assessment and environmental conventions implementation in Belarus”, implemented jointly by the United Nations Development Programme in Belarus (UNDP Belarus) and the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus (Ministry of Environment) within the European Commission Programme “Support to Environment and Sustainable Development in Belarus”, aims to assist Belarus in developing domestic capacity to integrate effectively environmental concerns into national decision-making through enhancing environmental conventions implementation in the country.
The project assists the Ministry of Environment in elaboration of the National Programme for Combating Land Degradation in Belarus. The Programme will define the priority directions as well as needed actions for effective land protection and its sustainable use in the country. This will enable to improve planning and implementation of activities on prevention and combating land degradation. The National Programme for Combating Land Degradation will be elaborated in line with the recommendations of the UN Convention to Combat Decertification and will become an important tool for implementation of issues of sustainable land use.

 

Duties and Responsibilities

The Consultant will be required to prepare two presentations (min. 45 min of duration per each one) and to deliver them during the one-day workshop on combating land degradation in Minsk/Minsk Region (Belarus) as well as to facilitate the discussions/debates at the event and to assist in summarizing of the conclusions:
Presentation 1: “Harmonization of the National Programme for Combating Land Degradation with the UNCCD 10-year Strategy”;
Presentation 2: “Experience in Elaboration and Implementation of the National Programme for Combating Land Degradation: Lessons Learnt, Successes and Challenges”..
The Consultant will also facilitate the thematic discussions/debates within the workshop and will provide inputs to preparation of the conclusions. The Consultant will work in close cooperation with the Task Coordinator (SEA-Conventions) of the project.
  
Assignment Reporting Milestones:
The following defines the main milestones where formal reports for which submission for the review by the Task Coordinator (SEA-Conventions) and approval by the UNDP Belarus and Ministry of Environment are required, and which will govern payment under the contract for this assignment.
Milestone 1: Thesis of the following presentations (min. 45 min of duration per each one) prepared and submitted to the Task Coordinator (SEA-Conventions) in electronic form, at least, 5 days before the workshop:
Presentation 1: “Harmonization of the National Programme for Combating Land Degradation with the UNCCD 10-year Strategy”;
Presentation 2: “Experience in Elaboration and Implementation of the National Programme for Combating Land Degradation: Lessons Learnt, Successes and Challenges”.
Milestone 2: Presentations (min. 45 min of duration per each one) delivered during the one-day workshop (preliminary scheduled for November 2009, the dates are to be negotiated) in Minsk/Minsk Region (Belarus), group discussions/debates facilitated, inputs to preparation of the conclusions made.
All reports/deliverables within the assignment shall be in English (or Russian) and be provided in MS Office electronic format.

 

Competencies

  • Practical experience on elaboration the National Programmes for Combating Land Degradation or related strategic documents;
  • Proven experience of cooperation with CIS countries in the field of combating land degradation would be preferable;
  • Outstanding presentation, reporting and communication skills.

 

Required Skills and Experience

  • University degree in the field of biology, geography or any other related areas, Masters degree or higher preferable;
  • Minimum 5 years of practical experience in implementation of the UN Convention to Combat Desertification;
  • Good knowledge of written and spoken English;
  • Knowledge of Russian is an asset;
  • Computer literacy.
