Objectives of the assignment:
The key objective of the assignment is for an expert in this field to advise on practical measures for enhancing coastal area management in Albania, to build resilience with respect to climate change adaptation. The successful consultant’s overall task will be to develop, in cooperation with the Albanian counterpart, a set of ICZM policies, methods and tools, with both national relevance and specific relevance to the DRMD. Further tasks will include delivery of an ICZM training program with specific reference to climate change adaptation, targeted at key stakeholders within national and regional government departments.
 
The ICZM expert will also work closely with other Project Experts (PE’s) and consultants, under the overall supervision and guidance of the Project Coordinator, with input from the International Consultant who is providing ongoing input to the project.
 
Scope of the assignment and main tasks:
 
Specific responsibilities of the ICZM expert include, but are not limited to:
  • A review of existing methods and tools for ICZM, within the context of climate change adaptation with specific reference to the SE Mediterranean region. The review should, in consultation with the local expert, also assess availability of current information, technical capacities and capabilities within Albania. The review should also assess regional ICZM activities that have the potential for implementation in Albania.
  • Advise on the enhancement of ICZM in Albania, with specific reference to climate change adaptation. This advice should be based on the outcomes of the Review (above), together with advice provided by the national consultant team and should consider strengthening ICZM at a national and provincial levels. Specific recommendations should be made regarding a pathway for ratification and implementation of the Mediterranean ICZM protocol, under the Barcelona convention, to support coastal climate change adaptation.
  • Advise on institutional strengthening and policy support for the expansion of the DRMD protected area, building on work undertaken in the World Bank funded Integrated Coastal Zone Management and Clean-Up Project.
  • Undertake a mission to Tirana and the DRMD to deliver an ICZM training course, with respect to climate change adaptation, to selected national specialists (planned for late 2010 or early 2011).
  • Review and analyze ICZM activities coordinated by the national consultant, providing ongoing mentoring support as appropriate.
  • Undertake a second mission to Tirana to present findings of the ICZM work and to be involved in a workshop for the selection of adaptation option (planned for mid 2011) to promote diffusion of ICZM activities to other Albanian coastal regions;
  • Prepare a final report on ICZM activities in Albania, specific to DRMD, including recommendations on the mainstreaming of ICZM approaches in Albania.
List of deliverables:
 
The final deliverable of this assignment is the final report on ICZM enhancement within the context of climate change adaptation in Albania, which will be delivered working in consultation with the local counterpart.
 
The final report includes, but is not limited to:
  • Review of existing ICZM methods and tools relevant to the SE Mediterranean. The review should, in consultation with the local expert, also assess the current information availability, technical and institutional capacities and capabilities within Albania including assessment of ICZM activities undertaken to date.
  • Advice on the implementation of enhanced ICZM policies, programmes and activities for the DRMD within the context of climate change adaptation approaches at the national level.
  • Lessons learned from the ongoing review, analysis of, and mentoring support to ICZM activities, as undertaken during the project.
  • Lessons learned from involvement in workshops and missions, specific to ICZM in Albania, particularly the DRMD.
The deliverables are as per the following list:
  • Deliverable 1: Summary of key findings from the review of existing ICZM methods and tools, within the context of climate change adaptation, with specific reference to the SE Mediterranean region; assess availability of current information, technical capacities and capabilities within Albania; and assess regional ICZM activities that have the potential for implementation in Albania (2 months after signing the contract – 10 working days).
  • Deliverable 2: Provision of ICZM training programme with selected national specialists, and Exit Report on first mission, summarizing key findings and recommendations (6 months after signing the contract – 20 working days).
  • Deliverable 3: Final project report, as per the requirements outlined in this ToR (14 months after signing the contract - 10 working days).
Timeline and implementation arrangements:
 
The total duration of assignment will be up to 40 working days for the period 1 October 2010 to 30 December 2011. The successful expert consultant will work in consultation with other Project experts, and will report to the Project Coordinator.

The assignment will also involve at least two Missions to Albania. Throughout the assignment, the expert consultant will provide on-line technical support and advice as per the aforementioned tasks.
