The evaluation is focused on a comprehensive project assessment and enables to make a critical evaluation of administrative and technical strategies, problems and restrictions associated with the large-scale international and multilateral initiatives. The evaluation shall also provide the recommendations in relation to the strategies, approaches and/or
activities in order to enhance the project capacities of achieving the expected outcomes.
The evaluation results will be incorporated in the recommendations to improve the implementation of a given project stage in the forthcoming years.
Duties and Responsibilities
Consultant is responsible for the successful completion of the evaluation and finalizing the Mid-term Evaluation
report. Consultant is to be familiar with the region and have basic knowledge of the project area (such as region’s
biodiversity, socio-economic and legislative context, threats to biodiversity)
Competencies
Recent knowledge of the GEF Monitoring and Evaluation Policy;
Recent knowledge of UNDP’s results-based evaluation policies and procedures
Competence in Adaptive Management, as applied to conservation or natural resource management projects;
Recognized expertise in the management and sustainable use of agrobiodiversity in temperate ecosystems;
Familiarity with protected area policies and management structures in Kazakhstan;
