Background

With funding from the Global Environment Facility and support from UNDP, the Ministry of Agriculture and Fisheries (MAF) of Timor-Leste are implementing the Programme of Works on Protected Areas (PoWPA). 
In January 2010, the inception phase for PoWPA was conducted. Following on from this, the MAF and UNDP are now preparing for the implementation of Component 2: Site Conservation Management Plan (SCMP) for the Nino Konis Santana National Park. The purpose of this component of the PoWPA is not only the development of the SCMP, but also to develop and apply a collaborative protected area planning process and to increase the conservation planning capacity of the Department of Protected Areas and National Parks and other relevant stakeholders.

 

Duties and Responsibilities

Under the direct supervision of the Head of Department of Protected Areas and National Park (DPANP) and PoWPA Project Manager, the International Consultant will take the responsibility for the following:

  • Preparation of a detailed work plan and proposed methodology for the assignment in consultation with the POWPA Technical Advisory Group and project team (in first month of assignment);     
  • Work closely with the project team to prepare a SCMP  for the Nino Konis Santana National Park, using a recognized conservation planning or management planning methodology; 
  • Contribute to the capacity development of the project team in the participatory development of conservation plans and management plans;
  • Clear communication with all relevant stakeholders in the development of the SCMP;
  • Work closely with the DPANP staff;
  • Transparency, sustainability of the fund and risk mitigation.

Key Deliverables:

  • A Site Conservation Management Plan for the Nino Konis Santana National Park approved by the Ministry of Agriculture and Fisheries;
  • Anumber of staff with effective capacities to organize participatory conservation and management plans;
  • Resource mobilization and sustainability strategy/mechanism for SB funds;
  • Set of standard operating procedures for SB fund management.

Competencies

Functional Competencies:
  • Ability to communicate and function effectively in an international, multicultural environment;
  • Excellent interpersonal and networking skills, including the ability to liaise effectively at senior levels;
  • High planning skills and ability to work independently;
  • High design capacity development components of conservation projects
  • High organizational components of protected area;
  • Excellent of conducting supervised community based socio economic, cultural and resource use and surveys in the field using basic techniques.

 

Required Skills and Experience

Academic Qualifications:

  • Advanced MSc (or higher degree) in the natural sciences with specialization in protected area planning

 Experiences:

  • A minimum of 7 years working experience with protected area planning and management, biodiversity survey and monitoring with significant experience in South East Asia / Pacific; 
  • Demonstrated excellent skills in participatory planning and capacity development;
  • Familiarity with LDC and SIDS working environments is desirable; and experience using the Conservation Action Plan framework.

Language Requirement:

  • Proficiency in English is required, (fluency in Portuguese, Tetum or Indonesian language would be an advantage).
