INTERNATIONAL CONSULTANT FOR THE DEVELOPMENT OF THE NATIONAL CDM STRATEGY FOR THE FIRST COMMITMENT PERIOD 2008-2012

Background

The project is being funded from Austrian Government, UNDP and Government of Albania to enable Albania to get access of the Carbon Finance. Among other aspects the project is aiming to explore the country potential for developing Clean Development Mechanism (CDM) projects and produce a comprehensive National Strategy for further development of the CDM in the country.
Albania is a non-Annex I party to UNFCCC and Kyoto Protocol and is eligible to host greenhouse gas (GHG) mitigation projects under the Clean Development Mechanism (CDM) of the Protocol. Albania’s very first CDM project is supported by the World Bank’s BioCarbon Fund, namely Albania Assisted Natural Regeneration of Forests. The aim of the project is to support community-based carbon sequestration activities in 25 communes of Albania through assisted natural regeneration of highly degraded land which will also lead to enhanced sources of lively hood and incomes to poor areas, reduced solid degradation, improved water quality and conservation of biodiversity. One of the main aims of the proposed National CDM Strategy is to stimulate further development of the carbon projects in the country.

 

Duties and Responsibilities

Objective:
  •  The objective of this assignment is to develop a National CDM Strategy.
Specific Tasks:
The assignment includes accomplishment of the following tasks:
1. Get familiar with the document of the project: “Building capacity to access carbon finance in Albania”; including objectives, outcomes, outputs and activities.
2. Review all relevant to the CDM in Albania information provided by UNDP Albania and found in other sources, including Internet. Review available National CDM/JI Strategies.
3. Discuss outline of the Strategy with UNDP Albania and UNDP Bratislava Regional Centre. The suggested outline is as follows:
a) List of Acronyms
b) Table of contents
c) Executive Summary
d) Background
  • UNFCCC and Kyoto Protocol
  • Clean Development Mechanism; status of the CDM worldwide
  • Status of UNFCCC and Kyoto Protocol implementation in Albania
  • Relationship between economy, social development and carbon finance in Albania
  • Integration of carbon related issues into the national environmental policy
e) Goals and objectives of National CDM Strategy
f)  Priority fields of action
g) National Institutional and Legal frameworks for Kyoto Protocol implementation
  • DNA’s role and institutional set-up

Deliverable 2: Final Strategy – 7 weeks after contract signature

 

Competencies

  • Excellent understanding of issues pertaining to Kyoto Protocol and in particular to Clean Development Mechanism. 

 

Required Skills and Experience

  • Practical experience in the area of climate change policy making and climate change strategies development.
  • Knowledge of the Albanian context will be an advantage.
  • Excellent English writing and presentation skills.
