Project 00050102 -  Integrated Ecosystem Management in the Prespa Lakes Basin:
 
The Prespa Regional Project seeks to catalyse the adoption of integrated ecosystem management in the transboundary Prespa Lakes basin to conserve globally significant biodiversity, mitigate pollution of the transboundary lakes, and provide a sustainable basis for the basin’s further social and economic development through a range of approaches. The Ministries of Environment from the three countries are key partners in the implementation of the project, the municipalities in the Prespa basin are the key beneficiaries, and also many other key stakeholders are involved.

The project is financed by the GEF (Global Environment Facility) and managed by UNDP in partnership with the Ministries of Environment, local governments around the Lake and other stakeholders. Greece being an EU member state is not eligible for GEF funds but participates actively through parallel financing. The project is in its final stage of implementation and is expected to wrap up in the first quarter of 2012.

In line with the overall approach, the development and endorsement of tri-lateral tourism strategy and action plan has been identified as one of the priorities with the GEF project to strengthen transboundary cooperation in the Prespa Lakes basin. The development of the Tourism Strategy and Action Plan for Prespa (TSAP) was launched in December 2009. It should provide strategic direction for the development of the tourism sector in the Prespa basin for the next five years and guide public and private stakeholders in investing in, managing and monitoring tourism projects and activities in alignment with the governing ecosystem management principles.

The process of the development of the Strategy was inclusive and involved range of relevant stakeholders from the three countries. Several transboundary and national workshops took place, and number of progress reports and analysis were prepared in the process, resulting with a draft of the TSAP. However, in the final stages of the drafting process, the contract with the company working on the TSAP was terminated and the TSAP remained unfinished.
In order to complete the process and finalize the Strategy and an Action Plan, UNDP intends to hire qualified international expert who will finalize the TSAP building upon the previously completed work, and in line with the best practices for sustainable tourism development in a transboundary context.

The international expert will report to the Environment Unit Programme Officer and will closely collaborate with the International Transboundary Advisor and the project teams.
 

Objectives:

The objective of this assignment is to revise and finalize the draft of the Tourism Strategy and Action Plan for Prespa (TSAP) (available at http://prespa.iwlearn.org/draft-tri-lateral-tourism-strategy-and-action-plan-for-prespa) against the expectations set in the earlier Terms of Reference for preparation of the Tourism Strategy and Action plan for Prespa (http://prespa.iwlearn.org/tri-lateral-tourism-strategy-development/terms-of-reference-development-of-tourism-strategy-and-action-plan-for-prespa/view).

 

Duties and Responsibilities

The contractor is expected to complete the document based on a desk review of available draft TSAP, and other background documents. If necessary the consultant will engage into additional consultations with the stakeholders, in coordination with UNDP.
The consultant will also consider and reflect into the final draft of the TSAP, all relevant comments received during the previous stages of the process, other reports and relevant documents which may have been produced in the meantime.

While drafting the TSAP, the consultant will follow the tentative content included as Annex I (http://prespa.iwlearn.org/annex-1-tor-consultant-for-revision-completion-of-a-tri-lateral-tourism-strategy-and-action-plan-for-the-prespa-lakes-basin/view) to this TOR, for guidance purposes.

For a successful achievement of the assignment, the consultant should give appropriate consideration to:
  • The overall environmental protection efforts in the Prespa basin when defining the future forms of tourism and their products
  • A strategic approach aiming at enhancing the transboundary tourism activities
  • A tourism promotion policy  based on regional destination marketing
  • Worldwide best practices in sustainable tourism development in a transboundary context
 
Deliverables:
 
The following deliverables are expected to be produced in the course of the assignment:
  • Trilateral Tourism Strategy and Action Plan for the Prespa Lakes basin (2010 – 2015), prepared in English language
  • Three short progress reports (as described below)

Reporting:  The consultant is expected to submit a total of 3 short progress reports while performing the work described in the TOR:

  • First progress report:
    Upon preliminary review of the existing TSAP, and other existing relevant documentation 1 week of July 2011
  • Second progress report:
    Together with the submission of the draft TSAP mid – August 2011
  • Final progress report:
    Together with the submission of the final TSAP mid – September  2011

The consultant may be requested to submit other short reports highlighting certain important issues, whenever considered necessary by UNDP.  

Duration of Assignment:

The assignment is envisaged to be completed within the period from mid June 2011 until mid September 2011. The total workload of the assignments is estimated at 30 expert-days. The allocated number of expert-days is planned for successful completion of the desk-review of the existing documentation, drafting the requested documentation (deliverables), and one 6 days visit to the project region. The costs which will occur as a result of the mission to the project region (travel expenses + daily subsistence allowance) will be covered by UNDP, in addition to the consultancy fee.
 
Payment Schedule:

The payment of the contract value will be performed into three instalments linked with the submission of the required deliverables, and in accordance to the reporting schedule defined above:

  • Excellent communications and facilitation skills;

Required Skills and Experience

Education:
 
  • Advanced degree in tourism development and planning or related fields. PhD will be considered an asset.

Experience:

  • At least 12 years of relevant working experience in development and implementation of tourism / ecotourism strategies.
  • Experience from participating in minimum three projects on alternative tourism development (e.g. ecotourism, rural tourism, sustainable tourism, and similar).
  • Experience from drafting at least 2 tourism strategies and / or action plans (to be specified in the TOR; sample reports may be required by UNDP).
  • Experience of working in a transboundary context would be an asset, as well as previous experience in Southeastern Europe and the Prespa Basin countries.
Language:
  • Proficiency in both written and oral English

Application Procedure: The Consultant is expected to provide the following:

  • Brief methodology and approach on how the assignment will be carried out including detailed timetable of the proposed activities;
  • Financial offer in USD for the deliverables specified in the TOR, along with a breakdown of the main costs. The offer submitted should only include the consultancy fee for the work specified, as the other costs, which may occur in the course of the assignment (the travel related costs), will be reimbursed by UNDP on an actual basis.
  • Reference list of similar work/projects and contact details of the clients.
Evaulation of Offers:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 70 points:

  • Criteria A (Advanced degree in tourism development and planning or related fields.  PhD an asset.) – max points: 15
  • Criteria B (Working experience in development and implementation of tourism / ecotourism strategies (At least 12 years required) – max points: 10
  • Criteria C (Participation in project on  alternative tourism development (e.g. ecotourism, rural tourism, sustainable tourism, and similar)(minimum 3 projects)) – max points: 15
  • Criteria D (Experience in drafting tourism strategies and / or action plans (minimum 2 required))– max points: 20
  • Criteria E (methodology) – max points: 5
  • Criteria F (Experience of working in a transboundary context would be an asset, as well as previous experience in Southeastern Europe and the Prespa Basin countries.)– max points: 5
