Scope of Work:
The consultant should assist the Ministry of Environment and Physical Planning to prepare a roadmap for introduction of Monitoring Reporting and Verification and recommendations for the necessary changes in the Macedonian national legislation based on an institutional and legal gap analysis. The consultant should utilize Bulgarian expertise and capitalize on best practices and lessons learned from Bulgaria in the field of the EU Emission Trading Scheme.
Under the direct supervision of the environmental programme unit and in close collaboration with the relevant staff from the Ministry of Environment and Physical Planning, the consultant shall be responsible for the following:
- Review key relevant national laws and strategic documents pertaining to climate change with an aim to identify the gaps and constrains for appropriate monitoring, reporting and verification of GHG emissions and participation in the emissions trading schemes;
- Review the national institutional setup for climate change with an aim to identify potential gaps and entry points for introduction of appropriate monitoring, reporting and verification of GHG emissions;
- Assess the key human and other resources required in the Ministry of Environment and Physical Planning and other institutions for successful implementation of EU ETS Directives
- Recommend the best approach and steps for changes in the legal and institutional frameworks that will enable the introduction of an appropriate monitoring, reporting and verification of GHG emissions in the country i.e. transposition of the relevant EU ETS Directive;
The consultant is expected to carry out two short-term missions to Skopje (up to 10 days) - one fact-finding mission to assess the national context for implementation of aforementioned Directive, and the second mission towards the end of the assignment to present the findings of the report to a targeted group of the key stakeholders.
During the fact – finding mission the consultant shall series of consultative meetings with representatives of the key national institutions. The meetings will be arranged by the CO and the MoEPP. At the beginning of the mission the consultant is expected to give a presentation of Bulgarian experience, benefit and lessons learned in the field of monitoring, reporting and verification of GHG and EU emissions trading schemes. During the second mission he/she will present the key findings of the report and the proposed roadmap for introduction of monitoring, reporting and verification schemes in the country.
Deliverables:
The main deliverable of the assignment is a Roadmap for introduction of a monitoring, reporting and verification mechanisms for GHG emissions in the country that among the other will enable the country to participate in the EU Emission Trading Schemes.
- The draft Roadmap document shall be submitted not later than 15 July 2012 - The final Roadmap document shall be submitted not later than 15 August 2012. The Roadmap should give special attention to the following:
- Key findings of the gap analyses of the Macedonian legal and institutional frameworks for GHG emissions monitoring, reporting and verifications;
- Approaches and steps to be taken to incorporate relevant parts of the EU ETS Directive into Macedonian national legislation;
- Institutional changes to support the implementation of the relevant parts of the EU ETS Directives;
- Key human and other resources required in the Ministry of Environment and Physical Planning and other institutions for successful implementation of EU ETS Directives
- Stakeholder involvement.
- Brief presentation of Bulgarian experience, benefit and lessons learned in the field of monitoring, reporting and verification of GHG and EU emissions trading schemes.
Language:
The report shall be prepared in English language. The produced materials will be property of UNDP, meaning that UNDP will hold the copyrights of the developed document. It will be used by the UNDP and the Ministry of Environment and Physical Planning in accordance with their needs and viewpoints and without consulting and approval of the Consultant. Impartiality and confidentiality
The incumbent shall execute agreed consultancy services honestly and fairly.
The consultant shall be independent of all parties, which stand to gain from the outcome of the evaluation processes conducted in the course of consultancy.
The consultant shall agree to hold in trust and confidence any information or documents (“confidential information”) disclosed to him/her, discovered or prepared by him/her in the course of or as a result of the consultancy services. He/she shall agree that it shall be only used for the purposes of project implementation and shall not be disclosed to any party.
Payment:
The payment for the service will be done in installments:
- 45% upon submission of the draft Roadmap document;
- 55 % upon approval of the Roadmap document;
Application:
The Consultant should submit the following:
- CV of the Consultant (United Nations Personnel History form (P-11);
- Financial offer (lump sum for completion of the deliverable including all organizational/logistical/transportation costs);
- Reference list of at least 3 (three) similar work/projects and contact details of the clients.
Evaluation of Offers:
Applicants shall be evaluated based on the Best value for money principle taking into account a combination of the applicants’ qualification and financial proposal (70% technical and 30 % financial offer). When using this weighted scoring method, the award of the contract will be made to the consultant whose offer has been evaluated and determined as: a) Responsive/compliant/acceptable (scored at least 70% of technical criteria) and b) Having received the highest score out of a pre-determined set of weighted technical (70%) and financial (30%) criteria specific to the solicitation.
