Suriname signed the Stockholm Convention on Persistent Organic Pollutants on May 22nd, 2002 and is in the process of developing a National Plan for the Implementation of the Stockholm Convention with financial assistance from GEF and under the guidance of UNDP.
The project “ASSISTANCE TO ENABLE SURINAME TO COMPLETE THE NATIONAL IMPLEMENTATION PLAN DESCRIBING ITS OBLIGATIONS UNDER THE STOCKHOLM CONVENTION ON PERSISTANT ORGANIC POLLUTANTS (POPs)’’ is a country-driven exercise, executed by the Ministry of Labour, Technological Development, and Environment (ATM) of the Republic of Suriname. The POPs Enabling Activity Project requires active stakeholder participation and counts on high-level commitment by the national governmental institutions and their subsidiaries, inter-ministerial bodies, municipalities, NGOs, academia, and private sector.
This project is executed as a UNDP Nationally Executed (NEX) project and the Ministry of Labour, Technological Development, and Environment (ATM) is responsible for the execution of the POPs Enabling Activity Project. The Ministry of ATM has the overall responsibility for the coordination of activities related to environmental management and the environmental conventions to which Suriname is a party.
The main project phases can be presented as follows:
- Establishing and Strengthening Coordinating Mechanism and Organization of Process;
- Elaboration of a National Profile on Chemical and Waste Management to Support the implementation of the Stockholm Convention.
- Elaboration of Inventories of Unintentional POP’s Sources and Loads, as well as of Existing Stocks of POPs Pesticides and PCBs.
- Identification of priorities and objectives of key action plans to address the most important sources and loads of POPs and the implementation of BAT and BEP.
- Formulation and Endorsement of Stakeholders of the POPs National Implementation Plan (NIP).
In September 2007 a project coordinator was recruited to start the activities for the POPs project. In May 2008, the Initial Awareness workshop of the POP’s Enabling Activity Project was held to inform the stakeholders about the importance of eliminating the 12 identified POPs and the need for active support for this activity.

- Currently finalyzing of inventories and action planning phase.
- Now NIP formulation.

Duties and Responsibilities
|
Suriname has identified the needs for an international consultant supporting the finalization of the UPOPs inventory and action plan development, inclusion of new POPs listed in Stockholm Convention in the NIP development, and NIP formulation.
The service of the International Consultant includes therefore assistance of the Project Coordinating Unit (PCU) for the finalization of the UPOPs inventory and action planning for UPOPs reduction in cooperation with the UPOPs task team leader and support for formulating the NIP.
For formulating the NIP also a chapter for addressing the nine new POPs is planned. It is expected that this chapter is drafted by the international consultant in cooperation with the PCU, ATM and NIP drafter.
The Terms of Reference (TOR) includes the following duties:
- The reviewing and finalizing of the UPOPs inventory.
- The development and formulation of an action plan including BAT/BEP considerations for the NIP.
- The (support for the) formulation of the NIP parts related to unintentionally produced POPs.
- Reviewing of the whole NIP draft en support for developing of the NIP.
- To support NIP workshop with inputs for presenting outcome of the UPOPs activity component including action plan
- To support the NIP workshop with new POPs component.
- Support NIP finalization considering the inputs and outcomes from the Workshop.
- Discussion and planning with selected counterparts (UNDP, PCU, ATM, Task team leaders; NPC etc.) on options and opportunities on future implementation project development.
Under the overall guidance of the National Coordinating Committee, and direct supervision of the National Project Coordinator, the International Consultant will provide support to local consultants carrying out finalizing the UPOPs including their research and providing practical technical support.

Required Skills and Experience
|
Education:
- An advanced degree or graduate degree in chemical engineering, environmental science or equivalent.
Experience:
- Wide experience with PCDD/PCDF and other unintentionally formed POPs (min. 5 years) includng practical work in relevant industry, other relevant processes, and knowledge on monitoring and analysis of uPOPs.
- Significant experience in PCDD/PCDF inventory making in the frame of the Stockholm Convention implementation for countries.Significant knowledge of the Stockholm Convention and related conventions, such as Basel, Rotterdam etc.
- Extensive knowledge in Best Available Technology and Best Environmental Practice (BAT/BEP) approach for reduction of uPOPs formation and release .
- Extensive knowledge on new POPs listed in the Stockholm Convention
Language Requirements:
- Excellent command of English.
- Working knowledge of Dutch would be a great asset.
