Background

1. BACKGROUND

The Objectives of the project are the environmentally safe disposal of POPs (1200 tons of pesticide POPs and 300 tons of PCBs) enhancing at the same time management capacities and disposal of POPs in Pakistan. Although the project could not likely dispose all the pesticide POPs and PCBs existing in Pakistan (also because the exact quantification of these stockpiles is a continuous process which will continue even after project closure) by establishing a proper regulatory and monitoring system and enhancing the disposal capability of the country, the project will ensure that further POPs stockpiles can be effectively and safely disposed by the country as soon as they are identified. The project intends to achieve this objective improving the regulatory system, enhancing its enforcement, raising awareness on POPs, and by establishing the capacity for POPs monitoring, handling, transport and disposal. This will contribute to the broader Goal, which is to reduce risk for the human health and the environment by avoiding the release of POPs in the environment and preventing people exposure to POPs.

Duties and Responsibilities

2. OBJECTIVES OF THE ASSIGNMENT

The main objective of this consultancy is to develop PCBs management plan for Pakistan to completely eradicate PCBs from all sectors.

 

3. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED REPORT WORK

  1. Examination of Pakistan’s Energy & Industrial sector to assess PCBs sources i.e. both Closed & Open Applications.
  2. Collaboration with POPs PMU, respective government counterparts and consultants who will be working on PCBs inventory, PCBs sampling/analysis.
  3. Categorize PCB holders and assistance/guidance to in development of sector-specific guidelines.
  4. Estimation of non-inventories PCBs holdings in Pakistan.
  5. Proposing roles & responsibilities, institutional arrangements for control and management of PCBs in all kind of applications.
  6. Formulating strategy for sustainable eradication, elimination & control of PCBs from already imported/available open & closed applications.
  7. Formulating management plan & control measures for future production/use of PCBs in paints, sealants or plastic industry; in any other form such as U-POPs or New POPs.
  8. Development of management plan at national level for in-use applications.
  9. Propose strategies for PCBs treatment and destruction options for large scale PCBs holding in Pakistan.
  10. Plan for disposal of small scale PCBs holdings.
  11. Management Actions against health effects, accident prevention & emergency responses.
  12. Design for storage places and measures for maintenance and inspection of PCBs storage sites.
  13. Formulation of comprehensive PCBs Management Plan for Pakistan.

Competencies

  • Experience with POPs and hazardous chemicals.
  • Excellent analytical, writing, advocacy, presentation, and communications skills are required

Required Skills and Experience

Academic Qualification:

  • Master’s degree in Chemical Engineering, Chemistry, Environmental Science, Environmental Engineering or related fields (PhD will be preferred).

Years of Experience:

  • At least 5 years of working experiences with POPs PCBs and 10 years of overall experience in Chemical/Energy/Industrial sector (international experience will be preferred).
  • Experience with government departments and/or energy sector;  
  • Experience with project’s technical management and execution is desired;
  • Preference to be given who has already developed PCBs management Plan for any other country.
