The overall purpose of the consultancy is the preparation of a UNDP/GEF compliant FSP, which will involve a detailed analysis and assessment of renewable energy initiatives and mechanisms by which the uptake of PV technology can be increased. Coordinating his/her inputs under the guidance of the lead expert, the tasks of the international expert on technology transfer will be as follows:
Directing the assessment of the type and scope of PV projects that could be undertaken
Analysis of technology transfer opportunities.
Support to Technical definition and capacity needs assessment
Evaluation of the adequacy of Institutional arrangements
Assist in identifying technology transfer delivery methods.
In conducting the consultancy, the national technical expert PV is expected to:
Identify and document opportunities for Technology transfer including possibilities of South-South Cooperation
Assess and report on costs and benefits of such technology transfer
Assess and document detailed costs for the Mauritian context for PV
Provide a report on the technology transfer mechanisms applicable to the project
Provide input as required for the development of the project document in developing the logical framework, assessing incremental costs as required.
Participate in workshops and preparing the necessary presentations
Perform any final modifications required to the project document after submission to GEF
Work towards enabling the preparation of the final draft of the FSP by October 2010
Deliverables
The consultant shall be responsible for the following deliverables:
Draft Technical report on 1) Technology transfer including possibilities of South-South Cooperation, 2) Costs and benefits of such technology transfer including an assessment of incremental costs 3)Technology transfer mechanisms applicable to the project
Provide a final report on the overall situation, areas of improvement, proposals and costs involved.
Complete the FSP document
Time Frame
The whole assignment shall be completed within a period of 8 months. It is estimated that 25 person days will be required for the assignment.

Required Skills and Experience
Qualification & Experience
Proven and extensive international experience in technology transfer in relation to renewable energy projects, particularly in PV.
Minimum Masters degree in Engineering, or Natural Sciences or related subjects
At least 10 years experience designing and/or implementing project interventions in developing countries
Ability to conduct research and analysis and strong synthesis skills
Proven experience conducting field assessments.
Highly developed inter-personal, negotiation and teamwork skills and with a networking aptitude
Excellent English drafting and communication skills
