Description
Climate variability and change impacts (including climate-related disasters) and their inherent complexity are likely to pose considerable risks to important economic drivers, human welfare and the environment in Kazakhstan. For example, these impacts are predicted to negatively affect inter alia water resources, grain production, steppe and dryland pastures, sheep production and forestry. As a result, climate variability is likely to trigger a suite of food security, water security, energy security, human health and poverty problems in the country. Many of these systems are already stressed due to poor land management practices and the existing environmental legacy of central planning, a remnant of the Soviet era. In order to overcome the challenges that climate change poses, timely adaptation action and interventions are vital. Importantly, interventions should be strategically planned, coordinated and prioritized for action over the coming decades in order to overcome seemingly insurmountable and complex challenges.

After ratification of the Kyoto Protocol in April 2009, Kazakhstan is actively promoting development of strategies and policies in the area of climate change. The joint UNDP/Ministry of Environmental Protection project will contribute to the process of the development of the National Program on adaptation to climate change to address the above mentioned issues. Several sectoral and cross-sectoral working groups will be established to develop the Program. The current assignment will result in development of adaptation training, which will aim to bring participants of the working groups to the same level of understanding of the key adaptation concepts and adaptation issues in Kazakhstan.

 

Duties and Responsibilities

Based on existing UNDP and non-UNDP trainings on adaptation and after assessment of the trainees-to-be knowledge on the subject, develop a basic training package on adaptation (specific for Kazakhstan) and fine tune it for eight sectors/themes, including Disaster Risk Reduction, Health, Forestry and biodiversity, Water resources, etc. (the exact list to be provided after recruitment). Each thematic training should be in Russian language and include learning objectives, agenda, presentations, accompanying talking points for each slide, case studies for respective sectors, exercises, handouts, sources of climate information for trainees and evaluation form. The total duration of the training should be around half-a-day in each working group.

The training should aim to achieve the following broad objectives: i) establish among participants common understanding of the fundamentals of climate change causes and impacts (specifically for Kazakhstan and for relevant sector/theme); ii) present best adaptation practices for respective sector/theme and discuss potential adaptation solutions for Kazakhstan; (iii) present approaches for projects selection and prioritization (cost-effectiveness, cost-benefit analysis, multicriteria analysis). The training should emphasize interlinkages and trade-offs between sectors in terms of climate change impacts and adaptation options.

 

Competencies

Most of the work the consultant is expected to do from home, at least one trip to Kazakhstan is expected. If needed, the consultant should be prepared to undertake additional missions to Kazakhstan.

 

Required Skills and Experience

  • At least a Graduate Degree and preferably a PhD in a relevant field (environmental, law or social sciences such political science, public administration, organizational studies).
  • A minimum of 7 years relevant work experience, preferably in the field of climate change.
  • Experience in developing and delivering trainings for different target groups.
  • Excellent presentation skills.
  • Fluency in written and spoken Russian is essential, excellent knowledge of English including writing and communication skills is important.
  • Experience of work in Central Asian Region would be an asset.
